MAJORITY LEADER PROPOSES ADOPTION OF WESTMINSTER SYSTEM OF GOVERNMENT IN CHECKING CORRUPTION

Osei Kyei-Mensah-Bonsu, the majority leader in parliament, is recommending that Ghana adopt the Westminster form of administration, in which a Prime Minister oversees the conduct of government business.

 

He thinks that doing this will help combat any corruption that could develop as a result of a President and his political backers trying to repay investments they made after acquiring office.

 

 

 

"The direction our country is taking is unsustainable. Regarding the commercialization of politics, we are heading down a very shaky path. both presidential and parliamentary elections. In actuality, I really favour the Westminster system since it makes the Prime Ministers more approachable.

"In terms of expenditures, they spent far, far less to get themselves elected from the constituency, and that duty to appease sponsors is considerably less. With that, they will be able to deal with corruption.

 

 

 

The Prime Minister is a member of Parliament, therefore peer review should inform you that you are unable to serve as Prime Minister. After all, I know that when you were Prime Minister, you only owned one house, and four years later, you own 10. Where did you acquire that, my friend?

 

 

Speaking publicly, he discussed "The Constitutional Review: The Perspective of a Legislator" at the Kwame Nkrumah University of Science and Technology.

The Majority Leader claims that a presidential contender spends at least $50 million on electioneering, from the party level until the general election.

 

According to research by the Centre for Democratic Development based on the general elections of 2020, members of parliament spend around $600,000 to maintain their seats.

 

The majority leader in parliament advocates the Westminster style of government, where the prime minister is held more accountable, as a way to examine the investments made to win elections.

 

 

Osei Kyei-Mensah-Bonsu agrees with a World Bank study that claims prime ministers are preferable for tiny unitary nations like Ghana.

 

Given that the President appoints more than 5,000 people, the Member of Parliament compares the President's authority to that of a king. According to Mr. Kyei-Mensah-Bonsu, the constitutional clause has to be reviewed.

 

"There is no doubt that the constitution produced this ruler. When he strays, it is challenging to speak to him directly since the rest of us, the citizenry, hold him in awe. There should be a review of this agreement. It can't be beneficial to our development. It can't be beneficial for the development of democracy, he continued.

 

 

He also said that in order to protect the public purse, ministers who are not in the cabinet should be removed. "The fact is that a lot of our ministers don't improve our government. I'm not here to discuss the present NPP government.

 

The need for serious reflection on this, he said, "I refer to all administrations since 1993.

 

 

 

The majority leader suggests using the Westminster form of government to combat corruption.

 

"And isn't it time that we put a cap on the number of ministers of state that we may have in the constitution? According to Article 76 of the constitution, cabinet ministers help the president develop policies.

 

 

 

"Government policies and principles that the cabinet Ministers offer to cabinet support all laws and agreements that are presented to Parliament, therefore if you are not a cabinet minister, you are not part of the process of development of policy," he said.
