To boost domestic revenue, the government is making efforts to reinstate bridges and road tolls.
Together with the reintroduction, the tolls will be adjusted upward by an average of 88.5%, with outliers of 400%—the largest percentage increase—and 33.333%—the lowest increment.
To change the Fees and Charges (Miscellaneous Provisions) Act of 2022, the Ministry of Finance has already prepared a suggestion on the new rates to be included in a new Legislative Instrument (LI) (Act 1080).
The Minister of Roads and Highways, Kwasi Amoako-Atta, is asked to provide comments on the proposed new rates in a note from the Minister of Finance, Ken Ofori-Atta, dated March 10. Under the revised regulations, automobiles paying 50Gp must now pay GH1. whereas mammy wagons, light-duty vehicles, and pick-ups must now pay GH1.50 instead of the prior GH1.
Medium-duty goods vehicles (three axles) and heavy-duty goods trucks (four axles) will now pay GH3, up from the GH2 they were paying before heavy-duty collection of tolls on key highways and bridges was discontinued. Heavy buses and light goods trucks will continue to pay GH1.50, but will now pay GH2.
Additional planned increases include paying GH3.50 instead of GH2.50 for heavy commercial vehicles with five or more axles, 50GP instead of 10GP for motorcycles, and GH1 instead of 50GP for agricultural tractors with or without trailers.
Mr. Ofori-Atta referenced Section Six of Act 1080, which requires the minister to change the act's schedules to include or omit ministries, departments, and agencies (MDAs) and/or adjust the fees and charges MDAs collect through a LI for their services, as appropriate.
As a result, "this ministry has initiated steps to provide for foundational rates for the tolling of roads and highways as part of the amendment of the act, pending the completion of a process to identify the roads and highways to be affected by the reintroduction of the road tolls, as stated in the budget," according to the memo.
"We are sending the accompanying Appendix One, which contains the recommended tariffs, to the Ministry of Roads and Highways for their consideration," according to a note from the Finance Ministry seen by the Daily Graphic, "to enable the ministry to finalize the schedule of fees under the pending LI."
