The Presiding Member (PM) of the Accra Metropolitan Assembly, Alfred Asiedu Adjei, has stated that the National Association of Local Authorities of Ghana (NALAG) would re-examine the dissolution of district assemblies to prevent creating a vacancy before the next round of assembly members are elected.
While assembly members were expected to serve for four years, Mr. Adjei pointed out that this seldom happened before the following election, leaving a void that hindered the smooth operation of the assemblies.
This was said by him during the Greater Accra PM conference this year in Accra.
The purpose of the conference, "Actualizing Environmental Sanitation in Greater Accra: The Role of PMs," was to increase members' understanding of the roles of PMs.
Constitution
Mr. Adjei argued that since the 1992 Constitution had specified that the term for assembly should be four years, it should be carried out logically and without any interruptions.
He outlined how, in most cases, the assemblies were disbanded a few weeks before the election, making them temporarily unnecessary. He pointed out that this was not a good sign for democratic administration.
The PM demanded that assembly members receive regular training so they are familiar with the standards of their line of work.
"Based on what I observe and hear, many honourable members do not have a comprehensive grasp of the local government," the candidate said, "I have chosen to adopt the road of training or capacity development for PMs, assembly members, and unit committee members.
The Secretary of the Greater Accra PMs, Mr. Adjei, stated that following the formation of new assemblies, unit committee members and other personnel of the sub-structures were not given the same training as assembly members.
"That will be a fantastic concept, but please make it adequate," he said of include members of the unit committee and the sub-structures in the training.
Sanitation
Notwithstanding the difficulties the country was facing, Baba Seidu, a representative of the Greater Accra Regional Minister, urged the PMs to maintain their devoted service to the nation.
As a follow-up to the Greater Accra regional minister's "operation clean your frontage" effort, he said that the Ashanti, Western, and Northern regions were all moving to start sanitation programmes.
Cecilia Abena Dapaah, the minister of sanitation and water resources, who was represented by Sampson Akwetey, stated that increasing urbanisation and population increase had contributed to sanitation issues in cities and urban areas and urged assembly to rethink their approach to fighting filth.
He urged the gatherings to create a task team to apprehend those responsible for destroying the city's sanitary services.
