ADDRESSING INFRASTRUCTURAL GAPS IN EDUCATIONAL INSTITUTIONS

Since being established under the 2012 Act (Act 847), Ghana's colleges of education have experienced a considerable makeover.


The then-38 teacher-training institutes, which had initially offered a variety of certificate programs, were upgraded to diploma-awarding organizations in 2004 and partnered with the University of Cape Coast.



Later, eight additional institutions were taken over by the government, bringing the total number of public colleges to 46.


The Transforming Teacher Education and Learning (T-TEL) initiative was implemented in 2014 as a consequence of the government's six-year engagement with UKAid in response to the need to raise the caliber of teachers.


T-TEL concentrated on bringing about institutional changes in institutions of education and improving the bar for teacher preparation. As a result, a new teacher preparation program was created to promote critical thinking, problem solving, and increased cooperation among student instructors, eliminating the flaws of the earlier curriculum.



A four-year Bachelor of Education (B.Ed.) degree course with three specializations—early grade education, primary education, and junior high school education—was introduced by colleges of education in 2018 in place of the three-year Diploma in Basic Education (DBE).


A nationwide forum was held in July 2022 to explore the situation of Ghana's institutions of education and potential solutions.


A report and statement from the conversation were given to the Ministry of Education and the Ghana Tertiary Education Commission (GTEC). 



Infrastructure shortfalls

Nearly all of Ghana's institutions of education, a sector tasked with the vital duty of preparing the nation's basic school teachers, suffer from severe infrastructure deficiencies. 


On average, the infrastructure present at institutions has been in operation for more than 60 years.


These frameworks were created to meet the 4-year or 3-year Certificate A teacher-training program for post-middle and post-secondary education.


Construction at the time was modeled after secondary school boarding homes, where students live in dorms that may hold between 20 and 30 people.


In fact, the implementation of the four-year bachelor's course serves as a wake-up call for the government to prioritize modernizing college institutions to suit the requirements of the twenty-first century.



Because of a shortage of space at educational institutions, students are currently being forced to report to their campuses in batches or resume lessons.



Participants in the national conversation from the previous year agreed that the institutions of education faced a variety of infrastructure difficulties.


The number of applicants for admission to schools of education has seen a significant increase since the country's Free Senior High School Policy was implemented.


Additionally, a double-shift system has been adopted by all 46 public institutes of education, in which various cohorts report for academic work alternately.



This will allow various groups to utilize the limited facilities fairly.


Surprisingly, the government paid trainee teachers' allowance for a total of GH432,680,456.00 between 2017 and 2020.


Is it worthwhile to spend so much money on allowances at the expense of other important things?
