The Promotion of Proper Sexual Human Rights and Ghanaian Family Values Bill 2021 will be the subject of a debate today or tomorrow, according to instructions from Speaker of the House Alban Bagbin.
The Constitutional, Legal, and Parliamentary Affairs Committee of Parliament, which is led by Kwame Anyimadu-Antwi, who is also the Member of Parliament (MP) for Asante-Akim Central in the Ashanti Region for the New Patriotic Party (NPP), submitted the bill to Parliament on March 31, 2023.
This was revealed to the House by the First Deputy Speaker of Parliament, Joseph Osei-Owusu, during discussion of the Business Statement put out by Frank Annoh-Dompreh, the Majority Chief Whip and NPP MP for Nsawam-Adoagyiri in the Eastern Region.
The instruction, according to Mr. Osei-Owusu, who is also the NPP representative for Bekwai in the Ashanti Region, came from Mr. Bagbin, Speaker of Parliament.
"Today, Tuesday, June 27, or any day of Thursday, June 29, the Promotion of Proper Sexual Human Rights and Ghanaian Family Values Bill 2021 is scheduled to be repealed.
Whatever it is, it needs to be on the order paper either on Tuesday or Thursday of next week.
These are the Speaker's instructions.
They will be keeping an eye on this House since several civil society groups, political observers, and constitutional monitors are interested in it.
A bill
The Bill's goals are to make LGBTQI behaviours illegal and to safeguard the children and victims who are involved in such crimes.
Five Ministers will show up
Five Ministers were anticipated to appear before the House to address 35 questions, including one urgent question and 34 oral questions, according to Mr. Annor-Dompreh, who was presenting the Business Statement of the House for the week ending on Friday, June 30.
They are Mustapha Ussif, Minister of Youth and Sports; Shirley Ayorkor Botchwey, Minister of Foreign Affairs and Regional Integration; Dr. Bryan Acheampong, Minister of Food and Agriculture; Dr. Matthew Opoku Prempeh; and Kwasi Amoako-Attah, Minister of Roads and Highways.
The Business Committee has once again requested all committees having referrals, particularly those with the bills mentioned below, to expedite consideration of those referrals for the attention of the House, he said, adding that the House had just five weeks remaining before it might adjourn sine die.
The bills include the National Petroleum Authority (Amendment) Bill, 2023; the Grains Development Authority Bill, 2022; the Wildlife Resources Management Bill, 2022; the Ghana Industrial Property Office Bill, 2023; the Rent Bill, 2023; and the Budget, 2023.
According to Mr. Annoh-Dompreh, the country will mark Eid-ul-Adha on Wednesday, June 28, as a statutory public holiday; hence, the House won't meet on that day.
