Ghana Elevates 15 Districts and Municipalities to Strengthen Local Governance


In a move to enhance local governance and empower regional administration, President Nana Addo Dankwa Akufo-Addo has authorized the elevation of 15 districts and municipalities across Ghana. The decision, approved on November 7, 2024, aligns with the Local Government Act, 2016 (Act 936), and follows a formal request from the Ministry of Local Government, Decentralisation, and Rural Development (MLGDRD).


The initiative marks a significant step in Ghana's decentralization efforts, aiming to boost administrative capacity and foster development at the local level. As part of this executive approval, two existing municipal assemblies, Kpone Katamanso and Techiman, have been elevated to metropolitan status, joining the ranks of Ghana's major cities. Additionally, the Gomoa East District Assembly has also been upgraded to a metropolis, enhancing its administrative authority and access to resources.


Further upgrades include 12 district assemblies that have been promoted to municipal assemblies. These are:


  • Bole District Assembly
  • Afigya Kwabre South District Assembly
  • Atwima Kwanwoma District Assembly
  • Atwima Nwabiagya North District Assembly
  • Obuasi East District Assembly
  • Sekyere South District Assembly
  • Ningo Prampram District Assembly
  • Anloga District Assembly
  • South Tongu District Assembly
  • Shama District Assembly
  • Techiman North District Assembly
  • Pru East District Assembly


This elevation is intended to increase the autonomy and administrative capabilities of these areas, allowing them to address local issues more effectively. The Ministry of Local Government underscored that these upgrades would take full effect after the completion of necessary legal and administrative formalities.


Beyond these initial changes, other requests are under consideration, including the elevation of Ho Municipality to a metropolis and the conversion of Offinso North and Birim North districts to municipalities. Additionally, petitions for the creation of new districts are being evaluated, signaling a broader commitment to decentralization.


The government’s latest restructuring efforts reflect its commitment to improving public service delivery and fostering balanced development across Ghana’s regions. By empowering local authorities, the administration aims to address regional needs more effectively and promote equitable growth nationwide.
