Chief Justice Orders Immediate Reopening of Four Courts in Ghana’s Upper East Region


In response to the recent violent clashes in Bawku, Chief Justice Gertrude Torkornoo has directed the immediate reopening of four key courts in Ghana’s Upper East region. These courts, including the High Court, Circuit Court, and District Courts in Bolgatanga and Bongo, were closed along with other regional courts as a precaution to ensure the safety of judges, court staff, lawyers, and the public. The closures followed a series of violent incidents in Bawku, which resulted in significant loss of life and property.


Initially, seven courts in Bawku and surrounding areas were closed due to these clashes, with an official statement from the Chief Justice noting that the closures were essential to protect court personnel and users. This measure was taken to prevent further risks to those involved in the judicial process in the area. However, recent assessments and enhanced security measures have allowed for the safe reopening of four of these courts, enabling the judiciary to resume essential services in the region.


In an announcement made on November 8, 2024, the Judicial Secretary confirmed that the Chief Justice has authorized the four courts to resume operations “effective immediately.” Registrars of these courts have been instructed to take the necessary steps to reopen, facilitating the administration of justice in the affected areas.


The reopening of the courts marks a crucial step in addressing the backlog of cases resulting from the temporary closure and restoring judicial services for residents. This move reflects the judiciary's commitment to upholding access to justice while balancing safety concerns. Although some courts remain closed, the Chief Justice’s decision signals hope for a gradual normalization of services in the conflict-affected region.
