I Can't Recall Parliament Due to Upcoming Elections – Bagbin to Majority
The Speaker of Ghana's Parliament, Alban Sumana Kingsford Bagbin, has clarified that it is not possible to recall Parliament before the upcoming general elections in December 2024. This assertion was made in response to calls by some members of the Majority in Parliament, who had expressed concerns over the need for the House to reconvene to address pressing national issues before the elections.
Speaking to the media, Speaker Bagbin explained that under Ghana's Constitution, Parliament cannot be recalled outside of its regular schedule, except in specific circumstances. The Constitution allows the President to summon Parliament, but it does not provide a provision for a recall solely for the purposes of pushing through certain legislative matters during the election period. The Speaker emphasized that Parliament is currently in recess and will resume its sittings at the appropriate time, in line with the parliamentary calendar.
The Majority in Parliament had hoped that the House would reconvene before the election to pass key legislation and finalize pending issues, particularly those related to the national budget and policies with electoral implications. However, Speaker Bagbin reiterated that Parliament's constitutional role was clear, and it must follow its prescribed timetable, despite the urgency some members felt in advancing particular legislative business.
The Speaker’s statement also reinforced the notion that Parliament's work is rooted in constitutional procedures, and although the country is approaching an election period, there must be respect for the established processes. Bagbin's clarification comes amid heightened political tension, as various parties, including the ruling Majority, are preparing for the upcoming elections. The Parliament's role, especially in terms of lawmaking, remains critical, but it must not be rushed or manipulated to fit political timelines, he asserted.
Bagbin's message underscores the importance of maintaining constitutional order and respect for Ghana’s democratic processes, particularly during a politically charged time.
