Tanzania Mourns Dr. Faustine Ndugulile, Incoming WHO Africa Director, Dead at 55


The global health community is mourning the loss of Dr. Faustine Ndugulile, Tanzania’s esteemed lawmaker, medical doctor, and the incoming regional director of the World Health Organization (WHO) in Africa. Dr. Ndugulile passed away on Wednesday in India at the age of 55 while undergoing treatment, just three months after his election to the prestigious position.

Dr. Ndugulile’s career was a remarkable blend of public health expertise and political dedication. Known for his courage and integrity, he notably stood up to Tanzania’s former President John Magufuli during the COVID-19 pandemic, advocating for science-based responses in a climate of skepticism. Despite his commitment to protecting public health, this stance led to his removal from his role as deputy health minister in 2020.

In August 2024, Dr. Ndugulile was elected to succeed Botswana’s Dr. Matshidiso Moeti as the WHO Africa regional director. He was scheduled to assume the role in February 2025, making his untimely death a profound loss not only for Tanzania but for the entire African continent. WHO Director-General Dr. Tedros Adhanom Ghebreyesus expressed deep sorrow, calling the loss shocking and tragic. Tanzanian President Samia Suluhu also extended heartfelt condolences to his family.


Dr. Ndugulile’s legacy spans decades of impactful service. As a legislator representing Kigamboni constituency in Dar es Salaam, he championed health initiatives and infrastructure development. He served as the deputy minister for health and later as the Minister of Communication and Information Technology under President Magufuli’s administration.

Beyond politics, Dr. Ndugulile’s public health contributions were transformative. He was instrumental in establishing Tanzania’s National Blood Transfusion Services in 2006 and held leadership roles at the US Centers for Disease Control and Prevention (CDC) in South Africa. His nomination for the WHO role was a testament to his expertise and unwavering commitment to improving global health.


His death marks the first time an elected WHO regional director has passed away before taking office, creating a unique challenge for the organization. The process to elect a new director will undoubtedly be intricate and lengthy.

Dr. Ndugulile leaves behind a legacy of resilience, advocacy, and a vision for a healthier Africa. His work and dedication will continue to inspire those committed to advancing public health on the continent
