Police Officers Challenge IGP Dampare's Transfer Orders in Court


Ten police officers have filed a lawsuit against Inspector-General of Police (IGP) Dr. George Akuffo Dampare, seeking to halt what they describe as unjustified and baseless transfer directives. Led by Sergeant David Ojeyim, the officers allege that their reassignment lacks merit and was issued without proper justification. 


According to court documents, the officers were initially assembled for an intelligence-gathering operation under the directive of Deputy IGP Christian Tetteh Yohuno. On September 26, 2024, Sergeant Ojeyim was instructed by Assistant Superintendent of Police (ASP) Alhaji Jalil Bawa to form a team for this assignment. The selected personnel included Sergeants Prince Owusu Fayosey, Seidu Essilfie, Alex Abah, Corporals John Yao Adzimagbor, Michael Kwasi Avuyi, Huudu Muhammed Wumbe, Kabiru Mohammed, Hannah Antwi-Boasiako, and Inspector Alexander Odoi. 


The team convened on September 27, 2024, at ASP Bawa's residence for a briefing on their mission. To facilitate communication, a WhatsApp group was created for the team members. However, on October 1, 2024, Sergeant Ojeyim was informed by ASP Julius Elemawusi Zodanu that a transfer signal had been issued from Police Headquarters, reassigning all team members, predominantly to remote areas in the Upper West, Upper East, and Western Regions. Sergeant Alex Abah was the exception, being transferred to the National Operations Department at the Headquarters. 


Upon receiving the transfer orders, the officers consulted Deputy IGP Yohuno, who reportedly advised them to disregard the directive, labeling it as dubious and lacking justification. Following this counsel, the officers documented their non-compliance in the station diary as instructed. Subsequently, on October 3, 2024, all members of the intelligence team were interdicted pending a service inquiry. The disciplinary process has been suspended pending the outcome of the judicial review by the High Court. 


The plaintiffs contend that the transfers and subsequent interdictions are unwarranted and have petitioned the court to intervene, seeking an order to prevent the IGP from enforcing the transfer directives. This legal action underscores ongoing tensions within the Ghana Police Service regarding internal administrative decisions and the exercise of authority by senior officials.
