The budget presentation, which took place in Parliament, highlighted several key reforms aimed at improving the business environment, reducing the tax burden on households and businesses, and promoting economic growth.

*VAT Reforms: A Key Highlight*

One of the major highlights of the budget presentation was the announcement of reforms to the Value-Added Tax (VAT) system. According to Dr. Forson, the reforms will include six key parameters:

1. Abolishing the COVID-19 Levy: This move is expected to reduce the tax burden on households and businesses, promoting economic growth and job creation.

2. Reversing the decoupling of GETFund and NHIL from the VAT: This reform will help to streamline the tax system, reducing complexity and improving compliance.

3. Reducing the effective VAT rate for households and businesses: This move is expected to reduce the cost of living for households and the cost of doing business for companies, promoting economic growth and job creation.

4. Reversing the VAT flat rate regime: This reform will help to simplify the tax system, reducing complexity and improving compliance.

5. Upwardly adjusting the VAT registration threshold to exempt micro and small businesses from the collection of VAT: This move is expected to promote the growth of micro and small businesses, which are the backbone of the Ghanaian economy.

6. Improving compliance through public education and awareness: This initiative will help to educate households and businesses on their tax obligations, reducing tax evasion and improving compliance.

*A Boost for Economic Growth*

The VAT reforms announced by Dr. Forson are expected to promote economic growth, reduce the tax burden on households and businesses, and improve the overall business environment. By simplifying the tax system, reducing complexity, and improving compliance, the government hopes to create a more favorable business environment, attracting investment and promoting job creation.

*A Positive Step Forward*

The 2025 budget presentation by Dr. Ato Forson is a positive step forward for Ghana's economy. The VAT reforms, which are expected to be completed this year, will help to promote economic growth, reduce the tax burden on households and businesses, and improve the overall business environment. As Ghana continues to navigate the challenges of the global economy, it is essential that the government continues to implement policies and reforms that promote economic growth, job creation, and poverty reduction.
