Ibrahim Sulley, the headmaster of the Police Barracks KG/Primary and Junior High School in the Tamale Metropolis, is accused of embezzling GH 298,560, according to an audited report seen by Joy News.
The school's PTA chairman was also named in the report as having contributed to the improper handling of school finances.
The violations included an unaccounted GH 2,500 from the Ghana Accountability for Learning Outcomes Project (GALOP), an unapproved collection of PTA dues totaling GH 81,490, a GH 15,905 amount that was labelled, entrance fees but not accounted for, and un-received PTA dues collected for 2021 and 2022 totaling GH 81,490.
The remaining items include payments totaling GH58,865, purchases not routed through shop records totaling GH30,630, and unembossed various PTA properties totaling GH27,680.
The Police Barracks KG/Primary school's cash and bank balances as of February 1 of this year were barely GH 755, according to the report, which also said that the PTA executives completely took responsibility for collecting PTA dues from parents.
According to the document, the audit's goal was to establish a reasonable level of comfort that all funds owed to the school as authorised had been received, documented, appropriately safe-guarded, and accounted for.
According to the report, among other things, it was also to make sure that all payments were made in the school's best interests and that the accounts payable department was following established rules.
According to the audit's conclusions, the Headteacher failed to exercise due diligence and failed to adhere by financial rules in order to make sure that money taken out was used and accounted for, which led to the GALOP failures.
The ineffective oversight of operations by the PTA Chairman was another explanation given for the anomaly.
It further said that misbehaviour also resulted from contempt for laws and ethical behaviour.
The audit team that the directorate ensure the head teacher accounts for the GH2,500 GALOP funding effectively based on the report.
