Dr. Kwame Asah-Asante, a senior lecturer and political scientist at the University of Ghana, has said that President Akufo-Addo should pick ministers based on competency rather than allegiance.
He asserts that a competent individual will do better in any job than a devoted one who may not perform properly.
"From what I understand, the basis for the selection should be competence. What makes me say that? When compared to loyalty, which is the sense of devotion, responsibility, and commitment to someone, competence is the capacity to do something well, according to the dictionary, he stated on Joy FM on Thursday.
His remarks come after the president's address at the oath-taking ceremony for the minister of gender issues Lariba Zuweira Abudu and her deputy Francisca Oteng Mensah on December 28, 2022.
The President has stated that he will dismiss any deputy minister who is discovered to be betraying the ministry. "The essential assumption of your employment is loyalty to the minister," he continued.
However, Dr. Asah-Adante stated to JoyNews' Kojo Manu on Newsnight that "you want to serve your minister and serve him well. Although your mother would be the most devoted minister to you, is she qualified to take that position?
Dr. Asah-Asante continued by saying that while loyalty is crucial, competency is the most essential quality since, in the end, what will be required is what the outcomes show.
He pointed out that competency has a loyalty component built in since a competent individual will take care of business.
Now I can understand why certain ministers have not been reshuffled, the lecturer in Political Science added. "Perhaps they are loyal to the President and he deems that one important."
"But can we argue that the ministers' behaviour is competent or loyal based on the performance we are witnessing? And which one is necessary if we want to advance the nation? He enquired.
