To enhance and assist the nation's developmental goals, the government and the UN signed the UNSDCF, or Sustainable Development Cooperation Framework, for the years 2023 to 2025.


The UNSDCF is scheduled to be funded with a total resource envelope of $517 million, of which $270 million is already available and the remaining $247 million is anticipated to be raised through a variety of strategies.



The agreement was signed on behalf of the UN and the government by Charles Abani, the UN Resident Coordinator, and Dr. Mohammed Amin Adam, a Minister of State in the Ministry of Finance.


The UNSDCF establishes a platform for the UN and the government to collaborate with civil society, religious and community-based nonprofit groups, non-profit trade unions, think tanks, academia, the commercial sector, and development partners.

The UNSDCF, which is a planning and implementation tool for UN development activities at the national level, outlines the integrated contributions of the UN development system to the Sustainable Development Goals (SDGs) as well as a commitment to Leaving No One Behind (LNOB), to fundamental rights and a Human Rights Based Approach (HRBA), to Gender Equality and Women's Empowerment (GEWE), to building resilience and sustainability, and to strengthening accountability.



Various forms of financing

Dr. Adam stated that the government was looking for alternative sources of funding that would not have a negative impact on its fiscal position in order to improve fiscal resilience and free up resources without making the economic problems worse or cutting spending on other development priorities.


In order to help the nation's efforts to tap into climate funding alternatives like private sector investment, carbon finance, encouraging renewable energy, and debt SWAPs for development, among others, he urged the UN system to make use of the Global Compact on Sustainable Funding.


According to him, the government also supported UN system efforts to finance the SDGs in areas like the Integrated National Financing Frameworks. "We call upon the UN to support our need for technical assistance and capacity-building for the promotion of investment and developing project pipelines and bankable projects," he added.


He said that during its two-year tenure, the nation will prioritize advancing world peace and security for inclusive and sustainable development on the UN Security Council agenda.


This also corresponds with the cooperation framework agreement goal of "durable peace and security in Ghana and the sub-region," he added, referring specifically to Africa.
