A private-sector partnership agreement for the building of a $10 million plant for the manufacture of materials and chemicals currently required in the construction industry was facilitated by the Ministry of Trade and Industry and the Maltese High Commission in Ghana.

The agreement between JL Properties, a local real estate company, and RA & Sons Manufacturing Ltd., situated in Gozo, Malta, was signed last Thursday in the presence of the Maltese High Commissioner to Ghana, Jean Claude Galea Mallia, and Deputy Minister of Trade and Industry, Michael Okyere Baafi.

The facility, which will be established in Ghana, is anticipated to produce high-quality materials and chemicals used in a variety of construction-related industries that are typically imported.

The facility will first create specialist paints made to stop moisture in structures, which is a big issue for the nation's housing industry, particularly in Accra.

Approximately 70% of the raw materials needed for the factory's manufacturing would be acquired locally.

Dr. James Orleans-Lindsay, the Chief Executive Officer of JL Properties, told the Daily Graphic in an interview that the idea for the company's founding was carefully designed to create solutions suited to answer difficulties specific to the nation's building sector.

According to Dr. Orleans-Lindsay, excess water or moisture in all of its manifestations—vapor, liquid, and flooding—remains the most prevalent issue in homes, particularly in Accra, which is located below sea level.

He said, "It would be a major relief for the business and a genuine game changer. It results in evident wetness of walls, ceilings, and floors, blistering paint, bulging plaster, and a sulfate attack on brickwork.

In a separate interview, the Chief Executive Officer of RA& Sons Manufacturing Ltd., Ward Caldwell, stated that while moisture in buildings was a significant problem for the development of homes across the world, it was noted that the issue in Ghana required rapid action.

In addition to creating harmful living conditions, he forewarned that wet buildings may develop unattractive patches, and plaster, particularly lime plaster, may crack and crumble as a result of moisture leaking through walls and ceilings.

Cooperation

Regarding what the partnership means to the government, Mr. Baafi said it was the determination of the government to industrialize the economy and establish it as a center for manufacturing in West Africa by relying on such private sector partnerships.

He said that the government's initiatives, such as the one district, one factory plan, were specifically designed to encourage the private sector's growth and partnerships with other organizations across the world for faster development.

"The government is fully behind this partnership, and we will continue to support such a partnership because the development of the private sector is key to the government and the President's agenda of Ghana Beyond Aid," stated Mr. Baafi.

For his part, Mr. Mallia stated that the Maltese government saw Ghana as a crucial trading partner and would always encourage alliances of this nature that would strengthen their bilateral ties.
