The 39-year-old had agreed to leave the Canaries "at the turn of the year," according to the club, but would remain in his position through the rest of his notice period to assist the organization in finding a suitable replacement.
In a statement released by the club, Webber said: "The support I've had from every board member, past and present, has been fantastic throughout my time at the club.
In the upcoming months, I look forward to the new chapter and contributing whatever much or little I can to this change. The board is aware of my steadfast support for them.
"I wish the club the best of luck and I am looking forward to following from a distance."
Webber was "instrumental in building infrastructures and facilities across the club, particularly at the Lotus Training Centre and academy," according to the club statement.
Neil Adams will assume the newly created position of technical director, according to the club.
Webber joined the Canaries in 2017 after leaving Huddersfield Town, and he and Daniel Farke, the head coach he appointed, won two championships in 2019 and 2021.
But Norwich couldn't hold onto their place in the top division, and they were demoted twice a year later after placing last in the Premier League.
Dean Smith served as the team's head coach for a full year before David Wagner was hired by Webber in January of this year.
Both of them had jobs.
'In our 28 years of serving this wonderful football club, we have never worked with such a talent,' stated joint majority shareholders Delia Smith and Michael Wynn Jones.
"We are a completely different football club than the one he joined in 2017 in terms of unity and mutual support," said the manager.
"Stuart Webber has devoted a remarkable amount of time to this football team and laid a solid foundation for the future." We are deeply saddened by his passing, owe him a great debt of gratitude, and wish him nothing but the best.
Although no official announcement has been made, Webber has been mentioned in connection with a transfer to Leeds.
