According to The Times, clubs are debating a plan that would tie player salaries to the amount the bottom team receives in television money.


The plan is seen as an effort to maintain competitive balance in the top division while limiting spending on salaries, which represent the largest outlay for Premier League clubs.


The idea, it is asserted, would also act as a'safety net' to prevent a growing financial gap between the Premier League's elite teams and the rest of the division.


Concerns had been expressed about a growing gap caused by the increased revenue from the expanded Champions League, which will be in place starting in 2024–2025.



Should the Premier League's top clubs qualify for the competition in 2025, the FIFA Club World Cup is also anticipated to bring in more money.

If the cap had been set at four times the broadcast money given to Norwich, which received Ł100.6m for finishing last, the implementation of the anchoring system would have seen salary costs limited to Ł402.4m for the 2021–22 season.

If the spending limit is granted, it might give European rivals an advantage because teams like Paris Saint-Germain and Real Madrid would be allowed to pay their key players more.

Both teams' payrolls would have exceeded the cap imposed on Premier League clubs for the 2021–22 season by a wide margin.

In order to comply with UEFA's new Financial Sustainability Regulations, the Premier League is modernizing its financial controls.

The Financial Fair Play system was replaced by UEFA rules last year.

According to the Financial Sustainability Regulations, a club's spending on things like player salaries and transfer fees is correlated with its revenue.

By 2025–2026, the expenditure cap will be reduced to 70% of turnover, from next season's maximum of 90% of sales.

After forming a committee to examine new cost structures, UEFA president Aleksander Ceferin has also suggested a pay cap for the entire continent.
