WHY IS DECLAN RICE NOT BEING SIGNED BY MANCHESTER UNITED AS THE STAR MOVES TO ARSENAL?

The clock on a takeover saga that began in November continues to run down with the rumor mill in overdrive.

A substantial portion of the club's enormous fan base is on the verge of hysteria, and the terror level increases with every transfer news item.

Declan Rice has committed to Arsenal. Why? The England engine would seem to be an ideal fit for United, who have an obvious need in the middle of the field. Rice might go down in Old Trafford lore.

With all due respect to Arsenal, United is the most powerful club in the nation, if not the entire world. Their supporters aren't used to losing out on well-known talent

But it seems certain that West Ham's talented 24-year-old will sign a £100 million contract to join a direct competitor.

How does that aid in Erik ten Hag's desperately needed rebuilding? Complete the takeover and begin recruiting players!

However, it would be incorrect to attribute a perceived lack of progress - and keep in mind that this is essentially day one - to the protracted ownership dispute between Sir Jim Ratcliffe and Sheikh Jassim bin Hamad Al Thani.

The truth is that things are "business as usual" in United's recruitment department, or "BAU."

The budget has been established for some time. The job is underway. The kitty is independent of whoever seizes power from the Glazers, if anyone does so at all.

It has already been decided by outside of New York factors.

Ten Hag requires a Rice-type midfielder. In theory, United might spend up to £100 million.

But should David de Gea decline a new, more affordable contract offer, they also need a striker and a goalkeeper. Although it is flexible, it is believed to have an upper limit of about £120 million. The math is incorrect.

United must be innovative in place of Rice and Harry Kane, who would offer a straightforward solution.

Kane was never really a plausible possibility, according to Mail Sport, for a variety of reasons, not the least of which was the potential for conflict with Daniel Levy. United are instead targeting the £50–60m range.

The ongoing takeover is not entirely unimportant despite all mentioned above. To begin with, the conclusion's clarity
