Even before club captain Hugo Lloris declared a wish to depart, Tottenham's top priority going into the summer transfer season was the acquisition of a new goalkeeper.
They had made Bees goalkeeper Raya one of their main objectives, and the international from Spain is eager to go across London.
Raya wants to play for Spurs, but the club and Brentford have not yet reached an agreement on a transfer fee.
Raya would be permitted to go for a £40 million fee, as Thomas Frank reaffirmed during the latter months of the 2022–23 campaign, but Tottenham are unwilling to pay that amount, and recent negotiations have shown no signs of progress.
