News on Arsenal transfers: With a fierce competition for his services, Declan Rice may be on the verge of joining either Arsenal or Manchester City this summer.

Despite having two bids rejected by the Hammers thus far, football.london believes that the 24-year-old is still a top priority target for the upcoming weeks. The initial offer was for a package for Ł80 million, while the second one was for a package of Ł 90 million, but with the achievement of all add-ons.

Due to their early failure to reach a deal, Manchester City has now had enough time to enter the competition for the England international. The Premier League champions are rumored to have submitted a proposal, but football.london believes that to be premature.

Although it does indicate a challenge, West Ham is rumored to be holding out for more over Ł100 million to allow Rice to depart this summer. Although it appears that City will be able to match that amount, football.london understands that Rice will choose Arsenal above their rivals if they are also successful in reaching a deal.

That is simpler than it might appear, though, since Arsenal is unlikely to enter a bidding war for the midfielder, contrary to their usual practice. Nevertheless, there has been clamor from some fans to ensure that a deal is made, whatever the cost.

The Gunners may come to rue that costly error in the future because their current change in transfer policy has been a major factor in their success. Their rigorous approach has caused them to miss important targets, but they frequently have more than capable secondary possibilities as a backup.

It implies that the side always receives the transfer value that they negotiate for, even if it results in some temporary discomfort from missing an initial goal. Manchester United has made this error much too frequently in the past ten years, demonstrating to other teams their willingness to capitulate and pay exorbitant fees.

Because of this, teams are placing far higher values on United targets, putting them in the precarious position of having to choose between overpaying for a player or passing on the opportunity simply because they are Manchester United. Although Rice might be seen of as a target worth taking that risk for, it creates a risky precedent for future negotiations.

It is unclear whether the Gunners will be able to close a transaction within their expected valuation range, but it may provide a problem in the future.

Who at Arsenal would you keep or sell this summer?
