BREAKING: West Ham have turned down Man City's 90m offer for Declan Rice
According to The Telegraph, West Ham United has turned down a 90 million bid from Manchester City for their star midfielder Declan Rice. Rice, who has been highly sought after this summer, is expected to leave the Hammers after leading them to victory in the Europa Conference League. Arsenal is also interested in signing him and has already had two bids rejected. However, City's initial offer, which included a guaranteed 80 million and an additional 10 million in add-ons, has also been declined by West Ham.
Despite City's bid surpassing Arsenal's previous offer of a guaranteed 75 million plus 15 million in bonuses, West Ham is holding out for a fee of at least 100 million. Sources suggest that Arsenal is preparing an improved third offer for Rice, which will be closer to the Hammers' valuation. West Ham is adamant about receiving the guaranteed portion of the fee in two installments before 2025, whereas Arsenal's second bid proposed spreading the payments over a five-year period.
Manchester United is also interested in the midfielder, although they are considered outsiders in the race. The Red Devils have contemplated a player-plus-cash deal and are reportedly open to selling up to 13 players to raise funds. Scott McTominay, who has caught the attention of West Ham, is among the names potentially on the selling list. However, Moyes is also a fan of Harry Maguire, but his wage demands are likely to pose a challenge.
Manchester City's bid for Rice follows the departure of their captain, Ilkay Gundogan, to Barcelona. While they are set to bring in Mateo Kovacic from Chelsea, City aims to further strengthen their Treble-winning side, viewing Rice as a "strong option" under Guardiola's consideration.
West Ham is now expected to receive another offer from Arsenal in the coming days. Since his debut at the age of 18 in 2017, Rice has become a hometown hero for the London club, accumulating 245 appearances and 15 goals. He has also established himself as a key player for both West Ham and the England national team, earning 43 caps.
Last season, West Ham's triumph in the Europa Conference League marked a significant achievement after a challenging campaign that saw them flirt with relegation. Moyes faced considerable pressure, but a late-season surge ensured a 14th-place finish. The Hammers secured their European success with a 2-1 victory over Fiorentina in the final, with Jarrod Bowen scoring a last-minute winner. If Rice departs, this could potentially be his final involvement with the club, making him the first West Ham captain since Bobby Moore to lift a European trophy.
