On Tuesday - Ablakwa - we are going to inform the Speaker about Bryan Acheampong.
Samuel Okudzeto, the Member of Parliament for North Tongu, has stated that the Minister of Food and Agriculture, Bryan, showed disrespect to the Minority legislators who confronted him on Friday on the picketing by the food providers. Okudzeto made this statement.
As a result of this, he stated that the Parliamentary Minority would be submitting a formal complaint to the Speaker of the Parliament over the issue.
Speaking during an interview that took place on the Sunrise show on 3FM on July 10 with host Johnnie Hughes, Mr.
Ablakwa suggested that Parliament has the authority to decide not to do business with any minister who disrespects the legislature; this is one course of action that might be pursued against Bryan.
On Friday, July 7, the Minority in Parliament, led by their leader Dr. Cassiel Ato Forson, invaded the office of the NAFCO in order to demand answers as to why the picketing food providers had not been paid their arrears. This is something that has been brought to everyone's attention.
In addition to their leader, the other members of the opposition's House of Representatives delegation were Kwabena Mintah Akandoh, an MP for Juabosso; Samuel Okudzeto Ablakwa, an MP for North Tongu; Emmanuel Armah-Kofi Buah, an MP for Ellembelle; and Kwame Agbodza, an MP for Adaklu.
The MPs from the National Democratic Congress (NDC) went to the office of the National Food Buffer Stock Company, where the food providers had been sleeping for the previous three days, in order to demand that they be paid for their outstanding debts.
Bryan Acheampong was dissatisfied with the approach and tone that his colleague in the legislature had taken towards him during their confrontation.
You formerly served as the Deputy Minister of Finance; in that capacity, what do you know about these payments?
What do you know about the payments that have been delayed, Bryan demanded of Ato Forson in his frustrated state.
"...You won't go anywhere by approaching this issue in this manner.
The Abetifi lawmaker continued by saying that this type of inorganic picketing should not be condoned or encouraged.
Mintah Akandoh's response to him was, "You should be the last person to get angry, we are working on finding a solution."
During the course of the interaction, Mr. Ablakwa stated, "We know what we will do in Parliament."
To shed some additional light on the events that took place, he shared with Johnnie Hughes the following: "When I told him that we know what we will do, I meant that tomorrow morning we will be formally reporting his conduct to the Rt Honourable Speaker and we will be asking Parliament to take a serious view of that because we don't want this very terrible precedence, bad conduct, to be seen by other Ministers." This statement sheds some additional light on the events that took place.
Therefore, we will be formally requesting action from the Speaker.
Remember that ministers can be disciplined, and that parliament can even decide that we will not do business with ministers who have misbehaved themselves in front of parliamentarians, and that we can even decide that any matter that will come from his ministry will not be approved if he does not quickly come and render an apology.
In the meantime, the Speaker of Parliament, Alban Bagbin, has called for a meeting with Bryan Acheampong, Ken Ofori-Atta, the Minister of Finance, Bryan Acheampong, and Yaw Osei Adutwum, the Minister of Education, to discuss the issues with the picketing of food providers.
This came about as a result of an earlier request made by Mr. Ablakwa to the Speaker to convene the ministers.
On Friday, July 7, Mr. Ablakwa spoke on the floor of the House and made the following statement: "Mr. Speaker, I want to appeal to you that the Honourable Minister for Education and the Honourable Minister for Agric should be programmed to appear before this House urgently, and possibly, we should add the Minister for Finance because we are hearing that the Minister for Education made a request for Financial releases and it has into been acceded to," Mr. Ablakwa said.
In his judgement, the Speaker noted, "As the leader of this House, it is important that I keep drawing your attention as the representatives of the people so that you can properly represent the interests of your constituents," Bagbin added. The Speaker's ruling can be found here.

Consequently, I concur with the sentiment that the Business Committee ought to make plans for the three ministers to address the House.
They will explain the difficulty of the task to us.
