Parliamentary budget office tobe useful - Dr Draman 
The President of the African Center for Parliamentary Affairs, Dr. Rasheed Draman, said that the establishment of the parliamentary budget office will change and improve the work of the parliament in charge of public finances in the country.
According to him, parliamentarians are struggling to monitor the budget properlyand the public financial management process in general due to the lack of a parliamentary budget office. Therefore, the introduction of the Parliamentary Budget Committee into the Rules of Procedure of the Revised Parliament is a welcome addition.
“A few years ago, we did a study called the Africa Parliamentary Index, and we looked at the power of parliaments in Africa in terms of budget management and public financemanagement in general. And the honorable person said that inUganda and Kenya, our parliament is the last of theseven parliaments in terms of financial management.
“Uganda and Kenya are at the top because they have this budget committee and they have budget laws. They also have what is called theparliamentary budget office. We have worked hard till dateto establish this company. Therefore, with this member'sbill that he is referring to, I have become part of the proposed leadership process, I hope it will be fulfilled, as these laws stand," he said to JoyNews' PM Express.
Explaining the work of the parliamentary budget office, Dr. Draman said that the office will be established to helpparliamentarians examine and ask questions about the government's budget plans. Hewill also carry out investigative work for other parliamentary committees.
"As it is now, sometimes they will ask questions about budget shooting in the dark because parliamentarians are blocked from the way because if you look in the research department for example, we have theresearch department but the number if you look. the researcher and the MP ratio is very low. "If you look at the committee level, the secretary of the committee serves a lot ofcommittees, it's satisfying, butnow they have a bunch of other things. So if you have a budget office Congressional budget, it's like the Congressional Budget Office in the United States, which has more than 3,000 employees. "People come from intelligence, mathematics, and zoology, so if there is a question about the budget or for that matter, any bill that comes to the parliament, it will be that - it is -very independent.
"I hope that ours will be veryindependent because in many countries like the United Statesand Canada, sometimes the government will come in with some kind of policy and the budget office of the parliamentwill come in and said "no, that won't work." 'not stopping'" he said.
