Mawuse Oliver Barker-Vormawor, a lawyer and the convenor of FixTheCountry, has asserted that the Office of the Special Prosecutor's (OSP) arrest of Cecilia Abena Dapaah will not amount to much, is legally empty, and is merely political hot air.
According to him, the fact that she was arrested for corruption and crimes related to corruption after it was revealed that her domestic employees took a mind-boggling amount of cash from her bedroom in the form of dollars, euros, and cedis is merely giving the appearance that something is being done when, in reality, nothing is being done at all. He stated that if the fight against corruption were taken seriously, the Ghana Revenue Authority (GRA) would be checking into her tax records to see whether or not her earnings were real. This would be the case because the fight against corruption is being taken seriously.
According to my understanding of the law, the Office of Special Prosecutions' intervention in the Cecilia Dapaah case is not only legally ineffective but also unlikely to amount to much more than political hot air.
It will merely provide the impression that something is being done.
If we are truly committed to winning this battle, then the Ghana Revenue Authority ought to be in charge of conducting this investigation. To hell with prison! Pay attention to the finances.
If you can maintain more than one million dollars in your home, you are required to produce tax records that represent an equivalent income.
Mr. Barker-Vormawor stated this in a post on one of his social media accounts: "It makes no difference whether the money is claimed to belong to your grandfather, mother, or an entre sa mere."
Cecilia Abena Dapaah, the former Minister for Sanitation and Water Resources, was taken into custody on July 24, 2023 by the Office of the Special Prosecutor (OSP). This occurred after court documents revealed that Mrs. Dapaah had sued two of her domestic workers for stealing from her bedroom, including one million dollars and 300,000 Euros, among other items. Mrs. Dapaah had accused the workers of stealing the items.
"Cecilia Abena Dapaah, who resigned from the position of Minister of Sanitation and Water Resources on 22 July 2023, was placed under arrest by the Office of the Special Prosecutor (OSP) at 11:55 GMT on 24 July 2023 in respect of suspected corruption and corruption-related offences regarding large amounts of money and other valuable items reportedly stolen from her residence. Cecilia Abena Dapaah resigned from her position on 22 July 2023.
"Ms. Dapaah is currently being questioned by authorised Officers of the OSP," the OSP had said in a statement before they questioned her.
Others, including Barker-Vormawor, have argued that the OSP's rapid move is nothing more than a smokescreen, while others have praised the OSP for its prompt action.
