Musa Semwogerere, a freshly appointed magistrate, is in hot water after he was discovered impersonating a woman in order to take law examinations on behalf of his fiancée. Semwogerere was captured using a false identity.

At the Law Development Centre (LDC) in Lira, Semwogerere, who had just been promoted to the level of grade one magistrate by the Judicial Service Commission, was discovered in the act of attempting to take the tests on behalf of Irene Mutonyi. The event reportedly took place on Friday, July 28, 2023, during LDC's final written tests, which were being administered simultaneously across all three of its campuses in Kampala, Lira, and Mbarara, according to the stories that were published in the local media. The director of the LDC, Frank Nigel Othembi, stated that the offence perpetrated by Semwogerere was in violation of Section 351 of the Penal Code Act (uttering a fake document) as well as Section 381 of the Penal Code Act (impersonation). This information was provided after the director of the LDC confirmed the offence.
Immediately after the incident, the police were notified, which resulted in the arrest of Semwogerere and the subsequent filing of two counts of forgery charges against him.
According to Othembi:
"We reported the matter to the Police, and he has been charged with two counts of uttering a false document contrary to Section 351 of the Penal Code Act and Impersonation contrary to Section 381 of the Penal Code Act and remanded to prison until August 3, 2023. Any form of examination misconduct is not acceptable to LDC and will not be tolerated. We will not budge from our position of having zero tolerance for any behaviour of this nature.
In spite of this, the Judiciary has confirmed that Semwogerere's appointment will be removed because of the serious wrongdoing.
"On June 12, 2023, the Judicial Service Commission appointed Semwogerere Ammaari Musa as a judicial officer, along with 86 other individuals, to the rank of Magistrate Grade One on probation. The Chief Registrar, Her Worship Sarah Langa Siu, has stated that the Judiciary is currently finishing up the process of appointing the aforementioned officers, after which they would be sworn in," the Judiciary stated.
