The Ministry of External Affairs (MEA) has just announced a substantial modification to the procedure for applying for a passport, which is scheduled to take effect on August 5, 2023. Before submitting their applications online at www.passportindia.gov.in, those who are interested in obtaining new passports for the purpose of travelling internationally will first be required to use DigiLocker, a platform that is supplied by the government, in order to upload the essential supporting documents. 


This new regulation intends to shorten the amount of time it takes to process applications and cut down on the number of people who need their physical documents verified at Passport Seva Kendras (PSKs) and Post Office Passport Seva Kendras (POPSKs), which are located in various parts of the country.


If an applicant's original documents have already been uploaded through DigiLocker, the MEA states that the applicant will no longer be required to bring a physical copy of those documents. It is anticipated that this change will reduce the overall amount of time required for processing and will enhance the effectiveness of the passport application process.


Increasing the reliability of data

Instances of anomalies surfaced during the process of physically verifying documents at PSKs. These discrepancies included adjustments to birthdates and other personal facts. As a result, the decision was made to use the DigiLocker method. The government hopes that by utilising DigiLocker, it would be able to ensure that the documents that are provided are more accurate and authentic.


The Ministry has broadened its acceptance of Aadhaar papers for online application submissions by making use of DigiLocker. This is being done in order to speed up the process even further. DigiLocker is now available to applicants as a means of storing and gaining access to essential official documents such as educational certificates, birth certificates, PAN cards, Aadhaar cards, passports, and voter ID cards.


With the implementation of this new digital effort, it is anticipated that the Regional Passport Offices, which receive a significant number of applications for passports on an annual basis, would experience a more efficient workflow. The government has also issued a list of acceptable documents that can serve as proof of residence. These documents include the Aadhaar card, a current ration card, a driving licence, an electricity bill and an income tax assessment, amongst other things, for the purpose of making the application process more convenient for applicants.


Applicants can access the DigiLocker platform by using the DigiLocker app or by going to digilocker.gov.in from any web browser on their device. This allows them to make use of the DigiLocker facility. It is anticipated that this change would herald in a new era that is both convenient and efficient for people applying for passports across the country.
