The Office of the Attorney General recently made a surprising revelation concerning the Cecilia Dapaah theft case. According to Deputy Attorney General Alfred Tuah-Yeboah, they were not aware of the case until it was reported by The Chronicle newspaper. He explained that the office is not informed of every case unless the police bring it to their attention.
There are, however, directives in place that the police are expected to follow. In cases involving amounts above GH??500,000, the police are required to report to the AG's office. In the case of Cecilia Dapaah's theft, which involved millions of dollars and thousands of euros and cedis, the police allegedly failed to inform the AG's office and initiated prosecution without following the established procedures.
The Deputy AG expressed surprise at the police's actions and stated that if they had complied with the directive to submit cases above the threshold, the current situation might have been avoided. The office only became aware of the case due to The Chronicle's publication.
As a result of the public outcry over the case, the Office of the Attorney-General has decided to take over the prosecution. The AG has also tasked the police with investigating the source of the stolen money, among other aspects of the case.
Despite some criticisms from the public, legal practitioner Albert Gyamfi supported the AG's call for further police investigations. He explained that such investigations could establish the guilt of the accused individuals, potentially uncover more accomplices, increase charges, and provide crucial evidence for the prosecutor in court.
To provide some background, in July 2023, an Accra Circuit Court was informed of the theft of significant sums of money and other items from the home of Sanitation Minister Cecilia Abena Dapaah and her husband, Daniel Osei Kuffour. The thefts occurred between July and October 2022. The two house helps, Patience Botwe, 18, and Sarah Agyei, 30, are currently facing charges of conspiracy to commit a crime and stealing, involving amounts of US$1 million, €300,000, and millions of Ghana Cedis.
