A year ago
The commission met on the 11th of august 2023 at exactly 09:00am to appoint our leadership. The commission appointed Mr. Peter as the chairperson and Mr. Victor as the secretary.
After the appointment, the commission discussed on the criteria to be used in the gathering of information from the parties that had vital information concerning the missing items.
The committee first engaged the dean of students to formally inform him and also retrieve some documents that were needed for their investigation. The following documents were retrieved from the dean of student’s office:
Invoices that were tendered in during the bidding process Receipts from the purchase of the items
The statement letter that was submitted by the sports secretary concerning the missing items. The dean mandated us to do everything possible to get the necessary information regarding the missing items.
The commission then engaged the SRC executives individually to ascertain the needed information they each had concerning the missing items from budgeting to missing. The commission first engaged the Wocom who expressed how happy she was for the efforts made to retrieve those missing items. The commission asked her to narrate what she knew about the items from budgeting to missing. She said she had no idea what transpired during the budgeting, the purchasing and delivery.
According to her, that she only saw a television box in their office the day they were travelling to Accra for the meeting. She said she didn’t even touch it because the executives were not officially informed of what kind of items they were. She said she got the information about the missing items whiles she was at Accra when the president received a call from the sports which was kept on loud speaker for all of them to hear. She said she couldn’t believe the story because it sounded untrue to her. She also stated that it was not possible for the items to be missing without doors and windows broken. She complained bitterly of the president’s attitude and said she was not comfortable with the president’s attitude towards some of the other executives and described the office hierarchy as being only three which was the president, sports and the other executives. She also said during decision making only the ideas of the sports secretary were mostly considered by the president. And that during misunderstandings, the sports sent threats to her through their platform.The commission also engaged the P.R.O who was also asked to narrate what he knew about the missing items from budgeting to missing.
According to him, He said he only got to know about the budget after it was already submitted to the dean of students. He said on the day they were to travel, he saw a television box and the other items at the president’s office but didn’t even touch them since he didn’t know what items they were. The PRO said some time ago some of the office keys got missing and the sports said it was the GNUTS ambassador who misplaced them. He said he got to know about missing items when sports called him and asked him to hand over the phone to the president. When he was asked who is his main suspect in the case he said it was obvious that the sports secretary was his suspect with regards to the circumstances they were supposedly stolen.
The commission further engaged the vice president who said the JCR items were part if their plans to execute during their tenure. She said she didn’t know the exact amount on the budget and didn’t also know if the budget was approved or not.According to her when sports secretary brought the items, only the entertainment secretary was present. She said she only saw a tv box and other items in her boss office. she said she never saw the budget amount until the day they appeared before parliament that she saw it through her boss’s phone. She also said when the items were brought the executives were not officially informed of the items before they travelled. She also said she had no idea that items bought by the SRC must first go to the stores for clearance. When we asked her why she was not involved in the budgeting she said she complained this to her boss initially for making her useless and which she thought would have brought change but it never happened. She also admitted that in most cases the three executive system was true. She said after the items were reported missing she approached her boss and said they should make a follow up to the place where the items were bought and the boss said he would do that but she didn’t hear anything again. She said she has been frequently calling the president since the issues of the missing items started to ask if any progress was made. She also said when the issue happened they reported to the chief security who sent them to the police station to file their statement. In general, she couldn’t appoint accusing fingers at someone since her religion forbids that and said but it was kind of impossible for the items to just get missing like that without breaking.The next executive that was engaged was the SRC general secretary. According to his narration he was not aware of any budget of those missing items. According to him that he only saw a tv box in the president’s office the day they were travelling but didn’t bother asking since most decisions were always taken without consulting them. According to him that was the reason he was hardly at the office because his work cannot be taken from him and given to someone and he will still come and be sitting in the office. He said he handed his keys over to the president due to him not been able to frequently come to the office and that it was later on he got to know that one of the keys got missing. He said he had nothing much to say since he was at the blind side of everything from budgeting to missing.
The commission further engaged the entertainment secretary who also narrated her own side of the story. According to her, she had no idea of any budget and that she only saw a box with a TV picture on it. She also said she didn’t know where the items were bought. She also said she had no idea who misplaced the keys that are alleged to have been missing. She also admitted that some decisions were taken without their knowledge at the src. She denied the 3 executive system because she said they always do everything together. According to her from the circumstances surrounding the whole issue her prime suspect is the sports secretary.
The commission also engaged the health secretary who admitted having an idea of them intending to do something at the JCR but didn’t know how much was allocated for that purpose. He also admitted seeing a tv box and other items at the president’s office on the day of their travel. He further said that it was possible for a thief to steal the items if the said thief had a master key but also said but the crime must be committed by an insider.
The commission further engaged the cleaner who expressed how unhappy she was with the current administration. According to her since they assumed office they have never given her broom, mopping stick, brush or soap to clean those offices. She said she keep using her personal stuffs to clean for then. According to her the previous administration always gives her some books for her little child but this administration never did that and even complained of missing books. She said during this period she had a boil in her hand which she showed to the commission which could not allow her do her work. And besides she reported to the secretary that until they buy the items for her work, she will not work again and secretary said she should go home when they return from Accra He will attend to her. She said she never saw a box neither to talk about a television and that she only got to know about the missing items when sports and entertainment came to her house to inform her of the incident. She said the tv can never be missing inside that room if truly there was a Tv.
The commission then engaged the GNUTS ambassador to hear his own side of the story. According to him, he never saw any budget and as a matter of fact he has never been shown any budget of the SRC ever since they assumed office. He also stated that he saw a television box in the president’s office. He stated that in the office for a budget to be approved by the president it must first pass through the sports secretary if not then it will be rejected. he got to know about the missing items while at Accra and when they came back the president called for a meeting and charged them to make personal investigations into the matter and ever since he has not heard anything again. According to him that the sports threw abusive insults on him directly before they travelled and even threatened to beat him up if he doesn’t take his time. He said boldly that the 3 executive system was what was currently ongoing at the secretariat. He also submitted to the commission that when the sports secretary bought the items for the jama night program he submitted them to the stores before so why didn’t he do that in the case of this missing items. He also stated that it was only the president and the sports who runs the affairs of the office. He again mentioned that almost all budgets are made by the sports secretary. According to him, the key they said it got missing is still the same key that the sports is holding. Because new locks were not changed so how did he come by the other keys in his possession? He also stated that his keys were picked by the sports one by one until all was transferred to the sports. He said some time back the president also complained that his own key was missing and after the incident the president said he had found his key. When he was asked what he did as an ambassador to make sure things go well in the office, he recounted when they visited the dean concerning the jams issue and dean was shouting for them to leave his office and the president was still seated, he said he came and held the president and walked with him outside only for the president to give him a strong warning never in his life should try to do that again. He ended by saying the president’s leadership style is related to that of an autocratic leader. Its only what he wants that happens and he was generally not happy with his leadership style. When he was asked who his prime suspect was he said definitely the sports secretary.The commission them proceeded to engage the Finance officer of the SRC to hear his own side of the story. According to him, that the sports secretary was the one who made the budget. He admitted that a cheques was delivered to the supplier to cash out and supply them the items of which he went personally to meet the supplier and handed him the cheques. When the commission asked of the name of the person he handed the cheques over to he couldn’t give us a proper feedback. The commission then asked him whether he asked for any form of identification before handing the cheques over but he responded that no. the commission at this moment asked to know why he takes ids as form of identity verification during sitting allowance collection of just 90 cedi’s but couldn’t ask for prove of identity for over 6000 cedi’s which he admitted it was an error he made. He also stated that he only went with sports to deliver the cheques because he had something to do in town and if he had nothing doing he wouldn’t have gone there. When asked if the debittors name tallied with what was written on the cheques he said he was not officially informed of the debit alert.
After the engagement with the F.O the commission then decided to engage the president to hear his own side of the story. He started by narrating from the budgeting and said he couldn’t remember those who were with him during the budgeting but could only remember the sports and the F.O. he told us of how he had to go with the sports to Amin prize to beg so that the man could receive the cheques and provide them the items but the man said no. he was asked if he knew about the supplier and he said he don’t deal with financial transactions. He was again asked if he knew that the cheques that was refused by Amin prize was later found at the bank trying to cash it and it bounced? He said he got the information from the dean of students after the incident and when he was asked what action he took to get the person that tried to cash the cheques he said he didn’t do anything because the person couldn’t cash it. The commission asked him who was in custody of the cheques after they left Amin prize and he said the cheques was with sports. The president said he had no idea of the person who sent the cheques to the bank. He also narrated how the items were brought to his office which he saw before leaving for Accra. It was at Accra he got a call through the PROs phone from sports telling him the items were missing. He couldn’t believe it and sports asked that he put all executives on conference so that he could ask them which he told him they were already with him so he just kept the call on loud speaker for them to listen. He got back from Accra and called for a meeting so that sports could then narrate everything to him. The president said it was hard to believe the whole story behind the missing items without the place been broken into. According to the president that he informed all the executives about the purchasing of the items. When he was asked why he had to travel that same day to the same place for the same meeting with the vice who was supposed to stay back and take over from him in his absence he said he handed over the affairs to the speaker even though he didn’t do it formally but informed him. He said his prime suspects are the cleaner and sports since they were the only people with the key to the office in their absence. When he was asked why he picked some executives key and handed them to who he wants he told us boldly that he gives his keys to whoever he wishes and according to his discretion. At this point the commission decided to engage the supplier to get his own story. According to him, he said he started dealing with SRC since the beginning of the year. He expressed that the sports tried cashing the cheques without his notice. And the sports secretary later came to him requesting that he cash the cheques for them so that they can go and buy the things by themselves. He refused because he was wondering what would be his profit in all this. So he insisted on cashing the cheques and supplying them the materials. According to him, he only had a stabilizer and an extension cord. The remaining were to be bought at Amin Prize. He said the Tv and Dstv complete were bought at Amin prize and those official receipts are with the sports.According to him the initial invoice he submitted was in his business name but was not registered with a bank account. So because the it was cheques issue the sports asked him to create a new invoice which bears his personal information so that he would be able to cash the cheques for them. After creating the invoice, he sent it to sports and he now entered the values in without his approval for the cheques to be signed. According to Him, after they brought the cheques, he sent it to the bank and it had to take three working days before the money will reflect in his account, so when the money reflected he went and cashed the money and called sports to meet him at Amin prize. They met there and he bought the items for them and now asked him of his gain in the whole process. He said sports asked to give him 150 cedi’s but he declined and finally he gave him 300 cedi’s and he left. He designed the digital receipt for him upon his request and digitally signed it. After supplying them the items it was left with the subscription and the metallic frame that would be used to guard the TV but sports said they wanted to mount the TV before they could take measurement of the dimensions of the metallic frame. So after everything the balance that was left was 1220 cedi of which he removed his 300 cedi’s and handed over 920 cedi’s to the sports secretary. The dealer has admitted that the sports secretary has incriminated him and has promised to give us every necessary information to help us find the items. The commission then engaged the sports secretary to get his own side of the story. According to him, he submitted 3 different invoices for the bidding process. The companies he got the invoices from includes:Electro arenaDigits generalAmin PrizeAfter Amin prize invoice deal collapsed due to his inability to take the cheques, he replaced him with a different bidder who is Amdill Abagna Adua. According to him, he said he actually went to the bank with the cheques but only went for enquiries after which if it was possible cash the cheques. That when he got to the bank he made the president to place a call through to the bank asking them to allow him cash the cheques but it couldn’t work. He also said the president was aware he went to the bank with someone to see if they could cash it. He said Amin prize refused their cheques because of what he experienced in the past. According to him after they had picked the items from the dealer and dropped them at the office, he went straight to the welder to see if he had welded the metallic frame. Later that evening he went to the station to see his colleagues who were travelling to Accra off at the station. He said before he left the face of TaTU contestants were still there rehearsing and after seeing them off he was on the coming back when his woman called him to tell him to come send her home. He said when he got back he went into the president’s office to get his laptop and locked the place and the left. After he left he received a phone call that one of the contestants left her things in the secretariat so he came back and opened for the person to pick the items. The next day he came to pic the parliamentary gowns for a past senior when he entered the president’s office and realized the items were nowhere to be found. He immediately checked the windows and everywhere was still intact. He said he didn’t send the items to stores because they were not complete and so he had to get all the items before he could go to stores. He also admitted that one of the invoice was fabricated by the company owner for them upon request. He also denied asking the dealer to withdraw the money for him. and said he called the dealer and informed him about trying to pay in the cheques and it was not successful. He said when he got back it never occurred to him that he should give the tv to the stores. Before he left he charged the commission to do everything possible to retrieve the items and that if he is found guilty we shouldn’t spare him.The commission then decided to interact with the sports secretary’s woman to hear what she has to say. According to her she said since she started visiting the secretariat she observed that there is no unity among the executives. She said she did saw the tv when it was brought and felt that there was a tv inside it. She also admitted he had an idea of the missing key and that the key got missing not quite long and this incident has happened. she told the commission that whilst she was waiting for her man to come send her home she was sitting outside holding his laptop. In all she just wanted the tv and the other items to be found.
OBSERVATIONS
The commission observed that there was contradiction between the president and the sports secretary submission in a sense that the president told the commission that he had no idea who tried cashing the cheques but the sports admitted that the president was aware and even placed a call to the bank to help them cash it.We also observed that the president in his submission made it clear to us that he was not involved in financial transactions but later was found doing such in a sense that he went with the sports secretary to Amin prass to beg for the man to accept the cheques and if it was accepted that would have been a transaction.The commission also realized that from the budgeting, almost all executives were kept in the dark since most of them said they didn’t even know about it.We also identified the fact that the president is really disrespectful and this was ascertained from the way he spoke to us and even telling us that the work this honorable house assigned us to do was not new to him and that he has done similar once before.It was also discovered that the bidding process happened in a very dubious means with an intention to make profit which shouldn’t be the case.We also discovered that the number of invoices tendered in were two and not three because the third one was bearing the same contact details with the digit’s general which means that it was from the same organization. We observed also that the SRC was controlled by the sports secretary who is even a non cc. We realized that the president and sports were not working according to the interest of the student body but according to their own personal interest.It was also observed that the cleaner works without official time.
RECOMMENDATION
From the above observation and findings, the commission wishes to make the following recommendations without favor of persons or persons but on the interest of the entire student populace and the most respected highest decision making body of the students:
That the SRC sports secretary be removed from office immediately.
That the SRC Sports be made to produce every single item that has been alleged to have been missing. That the parliament calls to order the president, creating his awareness that his powers do not surpass that of this honorable house thus making him answerable to us.
That the president be made to render an official apology to the commission of enquiry for his disrespectful words towards them during our interaction. And that if he fails to provide the items, he should be denied every certificate or transcripts by the school management with the help of the dean of students until the items are provided.That the president releases an official apology to all executives within the next 24hrs and promising to be a listening and democratic leader.We recommend that the cleaner should be given an official working time.That since the SRC cannot be trusted currently with our funds, we recommend this honorable house to appoint a committee who will be part of the organization of the week celebration.
