OSP has re-taken action regarding the financial assets of Cecilia Dapaah.



The Office of the Special Prosecutor (OSP) has re-taken action regarding the financial assets of Cecilia Dapaah following a legal ruling on August 31, 2023. 



    The court's decision mandated the unfreezing of Ms. Dapaah's bank accounts and investments, and the OSP duly complied with this directive. Additionally, the OSP returned the cash that had been seized from Ms. Dapaah's residence, with her consent and the presence of her legal representatives. This marks the conclusion of the legal proceedings initiated on July 24, 2023, to confiscate cash linked to Ms. Dapaah and the subsequent freezing of her financial assets, initiated on July 26, 2023.



 

Despite these developments, it's crucial to note that the OSP's investigation into Ms. Dapaah for alleged corruption and related offenses concerning the origin and ownership of significant sums of money associated with her is ongoing. Following the court's ruling and the OSP's compliance, the investigation has revealed a range of conflicting and varying accounts regarding the source of funds reportedly stolen from her residence, the confiscated cash amounts, and the nature and extent of transactions in her financial accounts and investments.


Consequently, the Special Prosecutor has invoked statutory powers, as outlined in section 38(1) of Act 959 and regulation 19(1) of LI. 2374, to once again freeze Ms. Dapaah's bank accounts and investments. This action is deemed necessary to facilitate the ongoing investigation, given the complexities and inconsistencies uncovered in the course of the inquiry. The freezing of her assets took effect on September 5, 2023.


 

In a press statement released on September 5, 2023, Special Prosecutor Kissi Agyebeng expressed reasonable suspicion that the seized cash amounts, which had been returned to Ms. Dapaah, may be linked to illicit activities. To prevent the concealment or loss of these funds, the Special Prosecutor has invoked his authority under section 32(1)(a) of Act 959 to seize the cash amounts once more from Ms. Dapaah. Authorized officers of the OSP have carried out this seizure as per the directive.?
