In a recent development, the Controller and Accountant General’s Department (CAGD) of Ghana has issued a significant directive that is poised to have a profound impact on government employees throughout the country.


The impetus for this directive stemmed from discussions between the CAGD and the National Identification Authority (NIA) concerning a special registration exercise for individuals who have not yet acquired the Ghana Card. During a meeting held on October 11, the two entities deliberated on proposed timelines for the registration exercise. However, a subsequent miscommunication prompted the CAGD to write to the NIA, seeking consent and agreement on the proposed timelines.


In response, the NIA clarified that they had previously communicated their inability to conduct a special registration exercise. Instead, they had opted to open offices nationwide for general registration on September 4, with a particular focus on public sector employees on the government payroll.


In light of these developments, the CAGD has issued a crucial advisory to its staff and members, urging them to register for their Ghana Cards at any of the 292 NIA offices scattered nationwide. Emphasizing a priority for government employees, the CAGD has taken a resolute stance on compliance.


A pivotal aspect of this directive is its effective implementation date, set for February 2024. From this point onward, government employees on the centralized payroll without NIA numbers will find themselves ineligible to receive their salaries.


The communication, dated December 14, underscores the importance of prompt action. It accentuates that all new entrants are required to possess the NIA Number, and rather than conducting biometric data capture post-recruitment, this information will now be extracted from their Ghana Card details.


Moreover, the advisory serves as a timely reminder for those who are yet to register. The period spanning December to January has been identified as an opportune window for government employees to capitalize on the ongoing registration process. Acquiring their Ghana Cards during this period is imperative to ensure seamless salary payments and compliance with the new directive.


This bold move by the CAGD signifies the government's unwavering commitment to ensuring that all its employees are duly registered and possess the necessary identification. The integration of the Ghana Card into the payroll system stands as a strategic measure aimed at enhancing efficiency and accuracy in the management of government resources.


As the calendar inches closer to February 2024, government employees are strongly encouraged to prioritize their registration to preclude any disruption in salary payments.
