Why has the Akufo-Addo/Bawumia government concealed from Parliament and the Ghanaian people that they had additionally applied to ECOWAS for financial support for the Akosombo dam spillage flood victims?
Intercepted documents from the ECOWAS Commission show that ECOWAS has approved US$200,000.00 (GHS2.4million) following Ghana’s application.
When Finance Minister, Ken Ofori-Atta presented the 2024 Budget on November 15, 2023 — he only disclosed government’s applications to the World Bank and the Global Shield Against Climate Risk Fund. (Reference: paragraphs 29 and 30 at page 5 of 2024 Budget).
This is despite having applied to the ECOWAS Commission some two weeks prior to the budget presentation in Parliament as the intercepted documents from ECOWAS reveal.
The NDC Caucus in Parliament shall be promptly demanding full disclosure and total accountability on all government requests for funding submitted to international organizations and how these funds are being utilized.

Request For Support, Akosombo Dam Spillage Flood Victim
A letter with reference ND/HQ/RFA 93 of 31 October, 2023 on the above mentioned subject.
The President of the ECOWAS commission acknowledges receipt of your letter and express it's sincere sympathy and solidarity with the victims of the spillage of the Akosombo Dam.
The President of the ECOWAS commission notes with concern the magnitude of the disaster as evidence d in the report you attached which shows the almost 36,000 persons were affected. In view of the huge humanitarian impact on the affected population which forms part of ECOWAS core criteria for humanitarian assistance, the commission has approved the sum of Two Hundred Thousand United States Dollars ($200,000 USD) to support the resilience building and recovery of the affected population.
Accordingly, and in line with the provision of the ECOWAS humanitarian response mechanism (EHRM), the ECOWAS commission wishes to request the the Government of Ghana do the following for immediate commencement of the process of implementation of the assistance.
1. Nominate a credible implementation partner (IP) for the implementation of the assistance.
2. The Government of Ghana and the nominated IP to submit a comprehensive proposal for the implementation of the activities.
3. Submit a draft cooperation agreement.
4. Submit a monitoring and evaluation plan to enable implementation.
An ECOWAS model for drafting the above documents are here by attached for your guidance.
Kindly ensure that your proposal focuses on resilience building and recovery activities given that the assistance is post- disaster orientated. This will ensure maximum positive impact on the affected population.
