Sammy Gyamfi, the Communications Officer of the opposition National Democratic Congress (NDC), highlighted the significant role of the previous John Mahama administration in advancing the Ghana Card system. Gyamfi asserted that the NDC government initiated the implementation of the Ghana Card as early as 2016, suggesting that the subsequent NPP administration merely carried forward the groundwork laid by the Mahama government.
He emphasized that during the Mahama administration's tenure, extensive efforts were made to collect biometric and demographic data from approximately 16 million Ghanaians, resulting in the processing of around 4.7 million cards. Gyamfi also noted that before the end of Mahama's term in 2016, about 900,000 cards had been distributed to citizens.
In response to remarks made by Dr. Bawumia in his national address, Gyamfi underscored the NDC's commitment to the Ghana Card initiative and its early strides in its implementation. He suggested that the NDC's groundwork laid the foundation for the subsequent progress made under the NPP government.

what it is today.
“It is important to note, that by 2016, the NDC/Mahama administration
had Passed the law that makes the Ghana Card the sole document for
identification purposes for any transaction (L.I 2111). Collected
biometric and demographic data on about 16 million Ghanaians. Processed
about 4.7 million cards. Distributed about 900,000 cards.
“Clearly, this government only came to continue the implementation of
a system that had already been developed by the NDC/Mahama government,
as a continuation of what was started under [former] President J. A
Kufuor and continued by [former] President J.E Atta-Mills of blessed
memory. The Ghana card credit must therefore be shared by all successive
governments who have contributed to where we are today. Note that
Bawumia does not even credit his boss, Akufo-Addo.”
