During her vetting by the Parliament’s Appointments Committee on March 13, 2024, Abena Osei-Asare, the minister of state-designate for the Finance Ministry, delved into the pressing issues afflicting Ghana’s energy sector, resonating concerns over the recurring problem of intermittent power supply, colloquially known as ‘Dumsor’. With a keen eye on the root causes, Osei-Asare pinpointed human activities, particularly illegal meter connections, as significant contributors to this longstanding issue.


Amidst the gravity of the situation, Osei-Asare stressed the imperative of collective responsibility, urging Ghanaians to refrain from engaging in unlawful activities that exacerbate the energy crisis. Her call to action transcends mere rhetoric, emphasizing the pivotal role citizens play in mitigating the challenges facing the energy sector.


Furthermore, Osei-Asare underscored the importance of prompt payment of electricity bills, elucidating the adverse repercussions of unpaid bills on the Electricity Company of Ghana (ECG). With unwavering conviction, she highlighted the staggering loss of investment suffered by ECG, estimated at around 30%, due to illegal structures and meters. This loss not only undermines the financial viability of ECG but also impedes the nation’s progress towards a sustainable energy future.


“Yes, it is a big issue in the energy space, but we also have to do our part,” Osei-Asare iterated, encapsulating the essence of shared responsibility in addressing Ghana’s energy woes. Her words echo a call to arms, urging citizens to embody a sense of duty towards their country by adhering to lawful practices and fulfilling their financial obligations promptly.


In a display of optimism tempered with realism, Osei-Asare heralded the forthcoming implementation of an energy sector reform plan as a beacon of hope for Ghana’s energy landscape. This ambitious endeavor, she emphasized, is the result of collaborative efforts among stakeholders, bolstered by technical support from entities such as the International Monetary Fund (IMF).
