Several clubs have utilised the free transfer market to find value, while others have paid under the odds for their new talent.
But who has found the best value when it comes to bargain hunting?
Below we have taken a look at the best starting XI of stars who were signed for the best value, comparing the fee paid to estimated market value figures from Transfermarkt.
Starting off in goal, Liverpool signing Giorgi Mamardashvili works out at €15million under value - even though the 23-year-old Georgia international will not play for the Reds until next season.
In defence, Ryan Sessegnon, Tosin Adarabioyo and Lloyd Kelly were all signed for free, but were worth a combined Ł40.4million (48m euros).
Meanwhile, Manchester United's Matthijs de Ligt was signed for Ł16.8m under his market value.
Midfield sees the return of Ilkay Gundogan to Manchester City on a free transfer, around Ł12.6m under his estimated value.
West Ham star Guido Rodriguez is estimated to be worth Ł16.8m, but also arrived in England for nothing.
Crocked Arsenal new-boy Mikel Merino was landed for €18m under value from Real Sociedad.
The value XI front three features one free deal in the form of Daichi Kamada, who joined Crystal Palace with a market value of €18m.

Federico Chiesa was signed late on for just €12m by Liverpool from Juventus amid a market value of €35m.
Meanwhile, City forward Savinho now has a market value of €50m after signing for the Champions for just €25m from Troyes following a successful loan spell at Girona last season.
Szczesny: I DID hold talks about Arsenal return
The Pole announced his retirement this week after being released from his contract at Juventus.
Szczesny was interviewed by Meczyki's YouTube channel, focusing on the past weeks.
He said, "Arsenal after the years at Juve? The feeling took hold and I was open to talks with Arsenal out of respect for the club. But when I started, I knew it wasn't for me.
"It was all a question of logistics. The Arsenal option came before the termination of the contract with Juventus. I said: 'Okay, we can talk'. Two days later, however, I decided that it didn't make much sense.
"Al Nassr? Can we finally tell people once and for all not to say that Cristiano encouraged me to join Al-Nassr? I haven't spoken to him in my life since he left Juventus."
