Bawku Violence Highlights Critical Security Intelligence Failures – Lectureryv 


A security expert has raised concerns about the recent wave of violence in Bawku, attributing it to glaring lapses in intelligence gathering and implementation. The lecturer, who specializes in conflict resolution and security studies, expressed disappointment over the recurring tensions in the area, despite ongoing efforts to restore peace. Speaking at a public forum in Accra, the lecturer noted that the persistent violence in Bawku is a reflection of deeper systemic failures within Ghana’s security apparatus. “The conflicts in Bawku are not new. They have historical roots, but what is alarming is the inability of security agencies to anticipate and proactively address triggers. This is a failure of intelligence,” the expert stated.  


The lecturer highlighted that effective conflict resolution requires a robust intelligence framework capable of identifying early warning signs. “There seems to be a disconnect between the collection of intelligence and its application on the ground. This has allowed violent clashes to escalate before interventions are made,” they said. The recent clashes in Bawku have resulted in casualties, displacement of residents, and significant disruption to economic activities. Despite heavy security deployment, incidents of violence have persisted, raising questions about the effectiveness of the strategies employed.  


To address the issue, the lecturer proposed measures such as engaging local leaders, including traditional authorities, to serve as a bridge between security agencies and communities. They stressed the need for real-time monitoring through advanced surveillance systems to track potential threats and prevent escalation. Additionally, they called for enhanced collaboration among security agencies to foster a unified approach to conflict management, as well as capacity-building programs to train personnel in conflict resolution and cultural sensitivity, given the ethnic dynamics of Bawku.  


The lecturer also emphasized the need for dialogue among stakeholders to address the root causes of the conflict. “Peace in Bawku is achievable, but it requires the collective will of government, traditional leaders, and residents. Security agencies must go beyond reactionary measures and adopt preventive strategies grounded in intelligence.”  


The call for action comes amid mounting pressure on the government to prioritize peace-building efforts in the area. As the nation heads toward the 2024 elections, maintaining stability in conflict-prone regions like Bawku remains a critical concern. The lecturer concluded by urging all parties to prioritize peace and unity, adding, “Bawku’s future lies in the hands of its people and the commitment of the state to protect them.”  


Bawku, located in the Upper East Region, has a long history of ethnic and chieftaincy disputes. The town has often been a hotspot for violent confrontations, particularly between the Kusasi and Mamprusi ethnic groups. Efforts to resolve the conflicts have seen varying degrees of success, but lasting peace has remained elusive. The government, traditional leaders, and civil society organizations are expected to intensify their efforts to bring an end to the violence, ensuring the safety and well-being of residents.
