Curbing HIV/AIDS: Stakeholders call on African governments to find local sources of funding


Calls have intensified for African countries to prioritize domestic funding for health systems, particularly in preparation for the 23rd International Conference on AIDS and STIs in Africa (ICASA), scheduled to be hosted by Ghana in December 2025. The International Steering Committee, comprising representatives from 25 countries, convened its first meeting to set the stage for the event, which will focus on mitigating the impact of HIV/AIDS, tuberculosis, malaria, and other diseases.

Dr. Pagwesse Pavirenyatwa, President of ICASA, emphasized the need for African governments to reduce reliance on external support, urging them to mobilize resources from domestic assets like gold, diamonds, and oil to invest in healthcare. He warned that dependence on foreign aid could compromise Africa's autonomy in addressing health priorities. Dr. Pavirenyatwa highlighted the alarming rise in HIV infections among African youth, advocating for increased investment in youth-focused awareness and prevention programs.


According to the World Health Organization, global HIV infections dropped by 38% between 2010 and 2022, yet the disease remains a significant public health issue in Africa. In Ghana alone, between January and September 2024, 44,000 new HIV cases were diagnosed, with young people accounting for the highest numbers. The Ghana AIDS Commission’s Director-General, Dr. Atuahene Kyeremeh, stressed the importance of targeting adolescents and young adults, as they represent a substantial proportion of new infections. He revealed plans for a special ICASA session dedicated to youth, designed with their active involvement.

The first Steering Committee meeting also focused on finalizing the ICASA 2025 logo, theme, and objectives. Prof. Muhamed Chakroun, Vice President of the Society for AIDS in Africa, underscored the conference’s alignment with the African Union Agenda 2063 and global goals to end AIDS by 2030. He highlighted the inclusivity of the planning process, which involves communities, governments, and international partners.


ICASA, a biennial event, serves as a platform for governments to strengthen health systems and share research insights. With over 10,000 delegates from 120 countries expected, Ghana’s hosting of the event marks a significant opportunity to shape policies and bolster health sector resilience.
