As Ghana approaches the highly anticipated December 7 general elections, Finance Minister Dr. Mohammed Amin Adam has reassured citizens that the government remains steadfast in maintaining fiscal discipline. Addressing the media at a press conference in Accra on Tuesday, December 3, Dr. Amin Adam emphasized that despite the pressures of an election year, the government has successfully managed spending, avoiding the traditional pitfalls of budget overruns.

Dr. Amin Adam noted that, contrary to the tendency for governments to overspend in election years, the current administration has demonstrated an unprecedented commitment to prudent financial management. "In an election year, we have maintained uncharacteristic fiscal discipline," he said. "Even with the massive infrastructure projects across the country that His Excellency the President has recently commissioned, we have stayed the course. We continue to invest in our people without jeopardizing the country's fiscal stability."

### Strategic Infrastructure Without Excessive Spending

Over the past year, Ghana has witnessed significant infrastructural advancements, ranging from roads and schools to healthcare facilities. These projects, aimed at enhancing the quality of life for Ghanaians, have raised questions about how the government has managed to fund such extensive developments without incurring excessive debts or fiscal deficits.

Dr. Amin Adam addressed these concerns directly, explaining that careful planning and a focus on prioritizing essential projects have been key to the administration’s financial strategy. He pointed out that the government’s adherence to strict budgetary controls has ensured that Ghana continues to progress without compromising its financial health.

This approach marks a departure from historical election-year spending patterns, where governments often prioritized short-term gains over long-term sustainability. The Finance Minister credited this achievement to a disciplined financial framework that balances development with fiscal responsibility.

### Recovering From Economic Setbacks

Acknowledging the lingering effects of the global economic downturn caused by the COVID-19 pandemic, Dr. Amin Adam also addressed concerns about investment losses linked to Ghana’s debt restructuring program. He assured citizens that the government is actively working to restore these losses, with a target for full recovery by the end of 2026.

“The economic challenges of the past few years have been difficult, but we are beginning to see positive signs of recovery,” he said. “Our macroeconomic indicators are improving, and this gives us confidence that we are on the right path. By 2026, we expect to have fully recovered the investments that were impacted.”

Dr. Amin Adam emphasized that the government’s long-term economic policies are designed to sustain this recovery and restore stability to Ghana’s financial systems. He highlighted ongoing efforts to attract foreign investment, boost local production, and create jobs as part of a broader strategy to strengthen the economy.

### Economic Growth Amid Challenges

Despite the challenges posed by the global economic climate, the Finance Minister expressed optimism about Ghana’s economic prospects. He pointed to the government's achievements in stabilizing inflation, increasing foreign exchange reserves, and enhancing revenue mobilization as evidence of a resilient economy.

He further noted that the administration’s focus on digitization and modernization has played a crucial role in enhancing efficiency across various sectors. Initiatives such as the Ghana Card, mobile money interoperability, and digital payment platforms have not only streamlined public service delivery but also contributed to revenue generation.

These measures, Dr. Amin Adam argued, demonstrate the government’s commitment to building a robust economic foundation that will benefit future generations.

### Looking Ahead

As Ghanaians prepare to head to the polls, the government’s emphasis on fiscal discipline and sustainable development serves as a key talking point for the ruling party’s campaign. Dr. Amin Adam called on citizens to recognize the importance of continuity in governance, urging them to support leaders who prioritize long-term stability over short-term gains.

“Our commitment to fiscal discipline is not just about this election; it’s about ensuring a prosperous future for all Ghanaians,” he said. “We are confident that the measures we have put in place will not only sustain the recovery but also set the stage for accelerated growth in the years to come.”

### Conclusion

Dr. Amin Adam’s remarks highlight the government’s resolve to maintain fiscal discipline even in an election year—a time traditionally marked by increased spending and budget deficits. By prioritizing prudent financial management and sustainable development, the administration aims to reassure Ghanaians of its commitment to long-term economic stability.

As the December 7 elections draw closer, the government’s approach to managing the nation’s finances will undoubtedly remain a focal point of public discourse. With promises of continued recovery and growth, Ghanaians will have the opportunity to evaluate the administration’s performance and decide whether its policies align with their vision for the country’s future.
