The governments of the United Kingdom and the United States have announced a joint contribution of $2.9 million (approximately GHS 44 million) towards enhancing financial management in Ghana’s healthcare system. This initiative aims to improve transparency, accountability, and efficiency within the sector, enabling better delivery of healthcare services for Ghanaians.
The partnership, formalized through a Memorandum of Understanding (MoU) with the Government of Ghana, will focus on implementing Ghana’s Integrated Financial Management Information System (GIFMIS) in over 40 districts and more than 900 health facilities by 2025. GIFMIS is a digital platform designed to streamline budgeting, reporting, and fund management processes, ensuring optimal use of resources.
This announcement coincides with the United Nations’ Universal Health Coverage Day, a global observance that underscores the significance of quality and affordable healthcare for all. The financial support from the UK and the US is expected to align with this vision by strengthening Ghana’s healthcare infrastructure.
Of the total contribution, the UK’s Foreign, Commonwealth and Development Office will provide $1.8 million, while the United States Agency for International Development (USAID) will contribute $1.1 million. The funds will be allocated towards procuring critical planning and reporting tools for the Ghana Health Service (GHS).
Richard Sandall, Development Director at the British High Commission in Accra, emphasized the importance of this collaboration. “Better financial management in the health sector means improved accessibility and quality of care for Ghanaians. That’s why we are proud to be joining this new partnership with USAID and the Government of Ghana. We can reach further and achieve more by working together,” he stated.
Similarly, Kimberly Rosen, USAID/Ghana Mission Director, reaffirmed the United States' commitment to Ghana's development. “As the largest bilateral development partner in Ghana, the United States is committed to supporting the Government of Ghana to strengthen its financial management systems, to ensure transparent, accountable, and efficient use of donor and domestic funds,” she said.
The initiative builds upon an existing agreement between USAID and the Ghana Health Service, which totals $25 million and is focused on strengthening primary healthcare and the overall health system. This new MoU will specifically target the implementation of GIFMIS as part of the strategic objectives outlined in Ghana’s Public Financial Management Strategy.
As part of the project, healthcare facility managers and regional and district staff will receive training on using GIFMIS and the Ghana Health Service Asset Management system. These systems will enable accurate documentation of health sector equipment and logistics, ensuring that resources are available where they are most needed.
