The National Service Authority (NSA) has categorically denied allegations of payroll fraud and the existence of “ghost names” within its system, following accusations related to the disbursement of allowances for National Service Personnel between the 2018/2019 and 2023/2024 service years.
In a statement issued on December 16, NSA Director General Osei Assibey Antwi described the claims as baseless and unfounded. He assured Ghanaians that the Authority remains committed to transparency and accountability, further reinforcing its stance by inviting an independent investigation into the matter.
The allegations imply that the NSA manipulated payroll figures to inflate the number of beneficiaries, thereby diverting funds. These claims have raised public concerns, prompting scrutiny from various stakeholders. However, the NSA firmly refuted the accusations, citing robust measures instituted since 2021 to enhance operational efficiency and prevent fraud.
The Director General highlighted the introduction of advanced electronic systems, including the use of the Ghana Card for verification, facial recognition technology, and proof of eligibility from tertiary institutions. These measures, he stated, have saved the government over GHS 300 million in the last four years and effectively eliminated ghost names from the system.
To ensure transparency, the NSA’s Governing Board has requested the National Investigation Bureau (NIB) to investigate the allegations thoroughly. This decision was made during an emergency board meeting held on December 12, 2024. According to the NSA, a quick internal review of its systems revealed no evidence to substantiate the claims.
The Authority also acknowledged receiving a petition from the Media Foundation for West Africa (MFWA), urging the Office of the Special Prosecutor to probe the issue. The NSA pledged full cooperation with all investigative bodies to resolve the matter.
Osei Assibey Antwi emphasized the NSA’s commitment to integrity, stating that the Authority’s systems have consistently been monitored and improved to ensure accountability. He reiterated that while no system is entirely immune to manipulation, the NSA has made significant strides in minimizing risks and ensuring value for public funds.
The Authority urged the public and media to exercise restraint in passing judgment or making premature accusations, as such actions could damage the reputations of individuals and institutions unnecessarily.
“The damages that may be inflicted on individuals and the institution may be irreparable if these allegations are proven false,” the statement read.
The NSA also appealed to stakeholders, including the Ministry of Education and the Ministry of Finance, to continue supporting its efforts to enhance operational efficiency and maintain transparency. The Authority expressed gratitude for the contributions of its partners, stressing the importance of collective action in promoting national development through the National Service Scheme.
