Parliament Adjourns Without Approving 2025 Expenditure Plan


Parliament has adjourned its final sitting of the year to January 2, 2025, leaving the critical Expenditure in Advance of Appropriation bill unapproved. The decision has sparked concerns about how the government will finance operations for the first quarter of 2025.  


The Expenditure in Advance of Appropriation allows the government to access funds before the full budget for the next fiscal year is passed. Its approval is particularly vital during transitional periods to ensure uninterrupted funding for essential services, salaries, and public projects. However, the delay has left uncertainty in the air.  


During the final session, heated debates arose among Members of Parliament (MPs) as opposition members questioned certain allocations and urged for more transparency in government spending. Despite efforts to reach a consensus, no agreement was finalized, prompting the adjournment.  


Minority Leader Samuel Kofi urged Parliament to reconvene earlier, citing the urgency of the bill. "The livelihoods of Ghanaians depend on this. We cannot allow bureaucratic delays to impact essential services," he stated.  


On the other hand, Majority Leader Kwabena Adu-Gyamfi assured the public that the government has measures in place to prevent disruptions. "While we acknowledge the delay, contingency plans are in place to handle pressing expenditures until January," he said.  


Critics, however, have raised questions about the government’s financial planning and the potential impact on public sector workers and critical programs. Many civil society groups and economic analysts are closely monitoring the situation, warning of a possible loss of public confidence if swift action is not taken.  


The adjournment has also drawn reactions from citizens, with social media platforms abuzz with opinions. Some expressed frustration over what they described as "political gamesmanship," while others called for increased accountability in Parliament's decision-making process.  


As January 2 approaches, all eyes will be on Parliament to see if the MPs can set aside their differences and approve the necessary funds for the government to function smoothly.
