Muslim Community Debates Mohammed Abdul-Salam's Appointment as NLA CEO


The recent appointment of Mohammed Abdul-Salam as the Acting Chief Executive Officer (CEO) of Ghana's National Lottery Authority (NLA) has ignited a significant debate within the Muslim community. Many are questioning the compatibility of his new role with Islamic teachings, which traditionally prohibit gambling activities.

President John Mahama appointed Abdul-Salam, the former Northern Regional Secretary of the National Democratic Congress (NDC), to the position following the resignation of Samuel Awuku on January 13, 2025. The appointment, effective January 15, 2025, was made in accordance with Article 195(1) of the Constitution and Section 45(1) of the National Lotto Act, 2006 (Act 722). 


Critics within the Muslim community argue that leading an organization centered on lottery operations conflicts with Islamic principles. Mohammed Awal Hudu, a concerned Muslim, expressed his views on social media, stating, "My advice to Mr Mohammed Abdul Salam is that he MUST decline this appointment because it goes against our religion of Islam. KRAMO NTWA BET." 

In response to the criticism, Abdul-Salam addressed the concerns during an interview with Citi FM. He emphasized his commitment to his faith, stating, "I am a practising Muslim. I’m not just a Muslim; I am a practising Muslim, but I’m not a fanatic leader. Neither am I an extremist." He further highlighted Ghana's secular nature, asserting that state institutions should be led by individuals based on competence rather than religious affiliation. "Ghana is a secular state. There’s nowhere anybody will say that this person will occupy this position because he’s a Christian, and this position will be occupied because the fellow is a Muslim. Institutions of state are supposed to be manned by people deemed to be competent to do so," Abdul-Salam added. 


Supporters of Abdul-Salam's appointment argue that his professional qualifications and experience make him a suitable candidate for the role. They believe that personal religious beliefs should not interfere with one's ability to serve in public office effectively. Abdul-Salam himself views the position as an opportunity for professional growth, stating, "There is nowhere in government that I ruled out as an opportunity. If I’m given to serve, I would avail myself, so far as the laws and rules of Ghana allow for that system to exist as part of our governance." 

The debate underscores the broader discussion about the intersection of personal faith and public service roles in a secular state. As Abdul-Salam assumes his duties at the NLA, he is expected to focus on enhancing operational efficiency and boosting revenue generation to support national development initiatives.
