In a recent courtesy call, Ghana's Speaker of Parliament, Rt. Hon. Alban Kingsford Sumana Bagbin, emphasized the crucial role of Parliament as the voice of the people. This assertion was made during a meeting with a six-member delegation from the University of Media Arts and Communication, led by Prof. Christiana Hammond, Rector of the Institute of Journalism.


Speaker Bagbin reiterated that Parliament serves as the legislative arm of government, representing the interests and concerns of the Ghanaian people. He noted that this is particularly significant in jurisdictions that prioritize the voice of the people, such as those in the Commonwealth.


Effective political communication is essential to Parliament's functioning, and Speaker Bagbin acknowledged the efforts made to enhance the skills of new Members of Parliament in this area. To further strengthen communication, Parliament has undergone reforms, splitting the Public Affairs Department into three distinct departments: Media Relations, Public Engagement, and Parliamentary Broadcasting. This strategic move aims to facilitate robust citizen participation and effective communication.


In collaboration with the Parliamentary Training Institute, the University of Media Arts and Communication seeks to offer programs in Effective Political Communication, enabling Members of Parliament to earn diplomas and degrees. This initiative will enhance the capacity and skills of Parliamentarians, allowing them to communicate more effectively with the citizenry.


As the representative body of the people, Parliament plays a vital role in amplifying the voices and concerns of citizens. By prioritizing effective communication and robust citizen participation, Parliament can better serve the needs and interests of the people. As Speaker Bagbin emphasized, Parliament's role as the voice of the people is paramount, and it is essential to continue strengthening this institution to ensure that it remains a powerful advocate for the citizens of Ghana.


In the context of democratic governance, Parliament's role in representing the people's voice is critical. As noted by the Inter-Parliamentary Union, Parliament is the central institution of democracy, embodying the will of the people in government. By engaging effectively with citizens and responding to their concerns, Parliament can help address the democratic paradox, where citizens often feel disconnected from the democratic process.
