ICS Criticizes Plans to Abolish Betting Tax, Warns of Youth Impact

The Institute of Community Sustainability (ICS) has raised concerns about President John Dramani Mahama’s possible decision to abolish the betting tax, warning that it could negatively affect Ghana’s youth. The organization has urged the president to reconsider, citing the potential long-term consequences on mental health and youth development.

This criticism follows a recent announcement by Finance Minister Dr. Cassiel Ato Forson, who, during his budget presentation to the Appointments Committee of Parliament on January 13, pledged to eliminate the betting tax and the E-levy if approved. Dr. Forson argued that the betting tax had failed to meet its intended goals and should therefore be repealed.

In a statement signed by Eric Jerry Aidoo, Executive Director of ICS, the institute voiced strong opposition to this plan. The statement highlighted Ghana’s existing struggles with mental health, noting the country has only four mental health centers and no sports psychologists for a population of 32 million. According to ICS, encouraging betting through tax removal would worsen these challenges. 

ICS suggested maintaining or even increasing the betting tax as a deterrent to youth participation in gambling. The institute proposed that revenue generated from the tax could be channeled into establishing psychiatric hospitals in all regions to address Ghana’s mental health crisis.

“Young people in Ghana need more than the illusion of quick wealth through betting,” the statement said. “They require sustainable employment opportunities and resources to build a better future. Eliminating the betting tax sends the wrong message. If necessary, we will organize demonstrations to oppose this decision. We urge President Mahama to focus on policies that prioritize the well-being of our youth.”  


The proposal to abolish the betting tax has sparked significant debate on social media, with many criticizing the ICS for its stance. Opponents argue that the tax has been a burden on ordinary citizens and question whether the revenue has been used effectively.
