E-Levy Charges to Be Reimbursed by April 7 – EMIs Chamber Assures Ghanaians

The Electronic Money Issuers (EMIs) Chamber of Ghana has announced that any Electronic Transfer Levy (E-Levy) charges applied to mobile money and other digital transfers after April 2, 2025, will be fully refunded by April 7, 2025.
This reassurance comes after the Ghana Revenue Authority (GRA) issued a directive on April 2 instructing all charging institutions to immediately halt the application of the E-Levy. This move is in line with the government’s decision to eliminate the tax under the newly enacted Electronic Transfer Levy (Repeal) Act, 2025 (Act 1128).
The EMIs Chamber, which serves as the representative body for all Dedicated Electronic Money Issuers (DEMIs) in the country—including AT Money, G-Money, Mobile Money Limited, Telecel Cash, and Zeepay—confirmed that all its member institutions have complied with the GRA’s directive. It further noted that they are actively processing refunds for any E-Levy deductions made since the repeal was announced.
According to a statement from the Chamber, all refund processes are expected to be finalized by April 7. Measures have also been implemented by member organizations to prevent any additional incorrect deductions moving forward. In the rare event that an E-Levy charge is mistakenly applied after the cessation date, the Chamber assured the public that such funds would be refunded promptly by the responsible entity.
“The EMIs Chamber and its members have taken the necessary precautions to ensure that no unintended deductions occur. Should any such incident arise, customers will receive swift reimbursement,” the Chamber emphasized.
The Chamber also reaffirmed its commitment to maintaining transparency and public trust, emphasizing its dedication to regulatory compliance and consumer protection. It stated that the ongoing efforts of its members align with a broader goal of fostering the growth and integrity of Ghana’s digital financial system.
“Our mission is to create a secure, transparent, and user-friendly digital finance environment. The decision to refund erroneous charges is part of our dedication to consumer rights and fair financial practices,” the statement concluded.
With this move, the EMIs Chamber has signaled its strong support for government policy changes while reinforcing its commitment to ensuring that digital financial services remain equitable and trustworthy for all Ghanaians.
