Mahama Names Edmond Kombat as New Boss of Tema Oil Refinery
In a significant development within Ghana’s energy sector, President John Dramani Mahama has appointed Edmond Kombat as the new Acting Managing Director of the Tema Oil Refinery (TOR), marking a strategic leadership shift at one of the country's most crucial energy institutions. Having served as Deputy Managing Director since February 2025, Kombat brings extensive experience and leadership expertise to the top job, earning him the trust to steer the refinery’s next chapter.

Before his tenure at TOR, he played vital roles at the Ministry of Energy and the Bulk Oil Storage and Transportation Company (BOST). These experiences have equipped him with a comprehensive understanding of Ghana’s energy infrastructure, positioning him as a capable hand to manage and drive reform within the refinery.
Kombat is also recognised as a co-founder of the Institute of Energy Security (IES), a think tank known for its data-driven advocacy and strategic analysis in energy policy. The leadership transition replaces Dr. Yusif Sulemana, who served as the refinery’s Managing Director until now.
