Former Minister for Education and Energy, Dr. Matthew Opoku Prempeh, popularly known as NAPO, is currently under investigation by the National Intelligence Bureau (NIB), according to Deputy Attorney General Dr. Justice Srem Sai. Speaking on PM Express on JoyNews on June 11, 2025, Dr. Srem Sai confirmed that the investigations pertain to various projects undertaken during NAPO’s tenure across the Akufo-Addo administration's eight-year rule.
Dr. Srem Sai emphasized that while NAPO has indeed been visiting the NIB for questioning, this development does not imply that he is guilty of any wrongdoing. “He said he’s been going to NIB for a while now. Nobody knew until he said it publicly,” Dr. Srem Sai disclosed, making it clear that an invitation to assist with investigations does not equate to criminal liability.
One of the key issues under scrutiny is the controversial procurement of mathematical sets during NAPO’s time at the Ministry of Education. However, the Deputy Attorney General was quick to clarify that investigations do not automatically lead to prosecutions unless there is concrete evidence of personal involvement or wrongdoing. "The fact that you’re a minister at the time doesn’t mean that you will be criminally liable for anything," he stressed.
Dr. Srem Sai cited the example of the Sky Train project, where former Railway Minister Joe Ghartey was questioned but ultimately not charged after he clarified his role. He warned against conflating ministerial oversight with direct culpability, stating, “There are things that can happen in the ministry which may not be your doing.”
He also commended many former and current government officials for cooperating silently with ongoing investigations. Without creating public spectacle, these individuals, some of whom are currently out on bail, are allowing the legal process to proceed without interference or drama.
Dr. Srem Sai concluded by underscoring that only evidence should guide prosecution decisions. “You go to court when the evidence shows that there’s a crime,” he asserted.
