Minority Demands Immediate Certificate of Urgency to Repeal ‘Dumsor Levy’


Accra, Ghana – The Minority in Parliament has issued a strong demand for the government to immediately submit a certificate of urgency for the repeal of the controversial Energy Sector Recovery Levy, popularly referred to as the ‘Dumsor Levy.’


According to the Minority, the levy—which was introduced to address debts in the energy sector during the height of the country’s power crisis—has outlived its purpose. They argue that the continued imposition of the levy on Ghanaians is both unfair and economically burdensome, especially at a time when power supply has significantly improved and citizens are already grappling with a high cost of living.


At a press briefing in Accra on Monday, Ranking Member on the Mines and Energy Committee, John Jinapor, described the levy as “a relic of a crisis that no longer exists.” He said the government’s failure to repeal it demonstrates a lack of commitment to alleviating the economic pressures facing ordinary Ghanaians.

The Dumsor Levy was meant to be temporary. Ghanaians were promised relief once the crisis was resolved. It is unconscionable that this government continues to collect billions in the name of a power crisis that no longer persists,” Jinapor stated.


He further indicated that the Minority will table a private members’ bill to repeal the levy if the government fails to act promptly. However, they are urging the Executive to demonstrate good faith by attaching a certificate of urgency to the repeal bill, which would fast-track its consideration and passage in Parliament.


Civil society organizations and consumer advocacy groups have echoed the Minority’s concerns, calling for greater transparency and accountability in the use of energy sector funds. Many citizens have also expressed frustration over the continued deductions on their electricity bills despite improvements in power stability.


The government has yet to officially respond to the Minority’s demands. However, insiders suggest that a review of the Energy Sector Recovery Levy may be underway as part of broader energy sector reforms.


The coming weeks will be critical in determining whether Parliament takes swift action to ease the financial burden on consumers by scrapping what many now view as an outdated and unjustified levy.
