Government's fiscal policy statement presented on behalf of President Akufo-Addo by the Finance Minister, Ken Ofori-Atta has been rejected by Parliament for the first time in our 4th Republican Dispensation.
The "Agyenkwa budget" which has been termed as a "Killer budget" by the minority didn't get the support of the people's representatives after the majority group staged a walk out over purported unfair and bias decisions made against them by the Speaker of the house after a week of rigorous debates in the chamber.
Ken Ofori-Atta's prayer to consult with the leadership of the house to make certain amends on portions of the budget was shot down and the budget subsequently rejected.
Instructing the Marshalls of the house to get Ministers of state out of the house but allowed the General Secretary of the opposition NDC to stay broke the carmel's back and triggered the walk out.
But it seems there is going to be a long day in Parliament on Tuesday since the majority have vowed to overturn the unconstitutional rejection of the budget by challenging the Speaker's decision
Citing Article 104(1) of the 1992 constitution, the majority have described the proceedings of yesterday as a breach of the law because half of the MPs were not present although a quorum was formed.
The 2022 budget proposed a 1.75% E-levy, a 15% increase in all government charges and fees, scrapping of the toll booths and an introduction of a Youstart policy to tackle the growing youth unemployment by setting them up with capitals to start their own business.
Non-allocation of funds to the Keta Tidal wave victims and the 1.75% E-levy were the reasons for the rejection of the policy statement.
