CHELSEA have supposedly concurred terms with long haul target Jules Kounde with star defender Antonio Rudiger yet to consent to another agreement.
The Blues moved for Kounde in the late spring window yet couldn't concur a charge with Sevilla, who needed the Premier League club to pay his £68.5million discharge proviso.
