Maybe the issue isn't really with the e-levy. Maybe the issue is about the general lack of public trust in the government to properly manage any money it raises from taxes. Perhaps more transparency in exactly how the money raised will be used will help calm down any tension.
The e-levy for me even if it sees the light of day, there are a lot of leakages in the system that should be eliminated or reduced. The Auditor-General's report for 2020 has GHS 12.865 billion that is over $ 2 billion dollars unaccounted for or financial impropriety. This is very alarming and not a matter of NPP/NDC.
But who I'm I? An ordinary Ghanaian who didn't study neither Economics nor Public Administration. However, I can suggest an opinion as a citizen. Some people may say they don't see the e-levy being scrapped off totally because taxes play major roles in national development. Others even have major doubt whether the E-Levy would be rejected by the minority caucus in parliament. The opposition is negotiating with the government and they sense that some sort of compromise is imminent.
In as much as we may need money as a country to run the state's businesses,we must not accept this e-levy inconclusively . We need to look at both sides of the coin and also consider it's total rejection as an option as well. Slashing off government machinery expenditure is one great move to mobilize money for projects at this juncture. This is not even a rocket science.
1.Fix the revenue collection system
2.Ensure efficient monitoring and tracking of all sources of revenue for the state.
3.Seal most of the loopholes in the procurement and payment processes.
4.And let people face the musicwhen they breach the law. That's the greatest form of deterrence mechanism against corruption.
